ElectriCities of North Carolina, Inc. is Hiring a Senior Power Delivery Engineer Near Raleigh, NC

Overview

The Operations Division supports the operations of the Power Agencies, North Carolina Municipal Power Agency No. 1 (NCMPA1) and North Carolina Eastern Municipal Power Agency (NCEMPA). The Division is responsible for managing wholesale power supply for the two Power Agencies, load management, distributed generation, renewable resources, and manages delivery interconnections with Duke Energy.

The purpose of the Senior Power Delivery Engineer is to manage Delivery Point interconnections ensuring standards and contracts are being met, ensure the NCMPA1 & NCEMPA-owned Distributed Generation is compliant with environmental and electrical regulations and the Qualified Resource & Distributed Generation Policies. This role adds value by ensuring proper interconnection at delivery points and all distributed generation complies with regulations and policies and is able to be dispatched without penalties.

Responsibilities

  • Manages the wholesale account coordination with Duke Energy Carolinas, Duke Energy Progress and Dominion Energy regarding delivery point interconnections including the review and verification of replacement costs, depreciation methods and factors, allocation factors and leased facilities charges. This also includes the review and verification of Participant Delivery Point power factor in conjunction with contractual obligations and tracking of reliability issues and outages.
  • Acts as the subject matter expert regarding the Distributed Generation Policy, Qualified Resources Policy, and Recommended Interconnection Standards. This includes enforcing Policies by reviewing engineering specifications and drawings, directing meter installations, maintaining records such as the QR Notification Form and working with Participant Cities or their customers that own distributed generation.
  • Responsible for the electrical and environmental compliance of NCMPA1 and NCEMPA distributed generation. This includes knowledge of the NESC and NFPA codes, EPA and NCDEQ Air Quality Standards and NERC Reliability Standards.
  • Provides engineering support and administration of communication lines for meter installations associated with city and customer owned distributed resources, NCEMPA and NCMPA1 Diesel Generators, customer metering projects, and telemetry system. This includes maintaining associated documentation.
  • Supports the 24/7 on-call team effort as a system operator. This on-call basis includes early morning, nights, weekends and holidays, as necessary, in response to all on-call responsibilities including:
  • System conditions, operator need or equipment failure.
  • Monitoring and control of distributed generation.
  • Monitoring, management and repair of the NCMPA1 and NCEMPA control and communications systems (control systems, telemetry, SCADA, load management, distributed generation and associated communication systems) as required.
  • Independently making timely decisions that directly affect power supply costs and customer service.
  • Responsible for the communication connection documentation of all communication systems at delivery point and generator sites, and as required, coordinates with telephone and cable companies regarding high voltage protection equipment. This also includes coordination with the other positions within the department to share in the responsibility of the operation and maintenance of the backup Operations Center for NCMPA1 and NCEMPA telemetry systems.
  • Serves as an outage coordinator during major storms/weather events. This includes acting as the point of contact for members and Transmission Providers during major events.
  • Provides project management and engineering skills to municipal projects as necessary. This could involve project planning and scheduling, distribution planning studies, expansion and load growth projects, coordination of legal and/or contractual requirements, financial analyses, presentations to city councils, workshops and other projects as requested by the participants.
  • Provides input for the annual business plan and budget.
  • Assists with distribution management and technical services for members as assigned.
  • Fosters an environment of teamwork in order to effectively work with other departments, fellow employees, participants and investor-owned utilities.
  • Performs other related duties as assigned by the Manager, Projects and Contracts in accordance with the goals and objectives of ElectriCities, NCEMPA and NCMPA1.

Controls

The Senior Power Delivery Engineer works under the general supervision and guidance of the Manager, Projects and Contracts, who reviews the employee’s work performance periodically under ElectriCities guidelines in terms of overall effectiveness and provides professional guidance as needed. The Manager, Projects and Contracts approves all vacation and other time off. This position is exempt from the overtime provisions of the Fair Labor Standards Act.

Physical Requirements

The Senior Power Delivery Engineer must maintain the physical condition necessary to perform tasks in an office setting such as operating a personal computer, keyboards, and other peripheral equipment. Frequent day travel is required throughout NC with some occasional overnight travel. The ability to support emergency or operational needs outside of normal working hours, including nights and weekends, as necessary is also required.

Qualifications

  • A Bachelor of Science degree in Engineering, preferably Electrical Engineering.
  • 5 years of experience in an electrical utility environment or equivalent combination of education and experience.
  • Knowledge of EPA and DEQ air quality regulations and standards is a plus.
  • Excellent interpersonal and communications skills.
  • Working knowledge of computer programming and data processing systems.
  • Demonstrated willingness to accept responsibility, take initiative and be self-motivated working in field locations with general remote guidance.
