This position directly supports the Department's compliance with State and Federal financial accounting and reporting and the Prompt Pay Act by providing functional and technical support of the Division of Finance's applications.This position directs and/or may be identified as a senior team member that participates in coordinating information technology staff to support the assigned functions for the assigned projects and tasks. This includes the maintenance of systems and management of issue resolution. The Systems Analyst provides strategic direction to improve processes, systems, and operations. Coordinates with Financial Systems, Division of Finance (DOF), Division of Information Technology Services (DIS), and other technical staff to determine project scope and provide level of effort estimates.The incumbent provides expert guidance and makes recommendations for effective utilization of Oracle eBusiness features to address the objectives and business processes of the Finance Division.Minimum QualificationsConsiderable experience in systems administration of Oracle eBusiness applications, security functions, and technical architecture.Demonstrated capabilities to support the delivery of large complex projects or to function as a group leader and/or integral team member.Extensive experience in analysis, design, development, testing, implementation, and production support of large complex automated systems.Considerable experience in systems administration, configuration, and support of Oracle eBusiness Suite products, applications, databases, and architecture.Considerable experience in multiple IT areas with several years of relevant senior subject matter expertise in the following areas:High level and detailed designsSystem architectureProduction systemsOnline and batch processing environmentsSystem to system real time interfacesSystem to system batch and data transfer interfacesFull life cycle development of information systems.Experience in systems with n-tiered architectures.Comprehensive experience in analyzing and evaluating user requirements for possible automated solutions.Experience monitoring tasks progress and redirect resources as necessary to balance priorities against assigned workload to ensure quality solutions.Ability to assist manager and application analysts with creating test plans for testing functionality of each module after maintenance is performed or changes are made to the application set up and configuration.Demonstrated ability to manage overall application patch level control process.Demonstrated experience with maintaining chronological documentation/logs of any changes made to the setup/configuration of the application.Demonstrated ability providing direction to team for 'best practices' in development and support of applications.Demonstrated experience creating an environment in which the personal goals, individual interests, and opinions are subordinated to the unity and efficiency of the group as a whole.Skilled in technical design, testing, and problem resolution working with teams and business partners.Demonstrated ability to manage projects, create project plans, and track resources.Demonstrated experience in Oracle Forms/Reports, PL/SQL and other development tools.Special InstructionsYou will be provided a confirmation of receipt when your application and/or resume is submitted successfully.
