TEMPORARY NOT-TO-EXCEED (NTE) AND INDEFINITE NOT-TO-EXCEED (NTE) EMPLOYEES ARE INELIGIBLE TO APPLY. (EMPLOYEES MUST MAINTAIN THEIR ELIGIBILITY AT THE TIME OF SELECTION.)
Duties
Supervises a group of employees performing work up to the GS-14 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers' performance, and demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Reviews and approves or disapproves leave requests and certifies time and attendance records for staff. Assures that subordinates are trained and fully comply with safety regulations and safeguards sensitive and personally identifiable information (PII) of employees.
Provides planning and oversight of CDMS product management programs and makes recommendations to the Chief, CDMS and LCSG leadership on product development planning for all aspects of collections processing, metadata and access platforms. Analyzes operations and maintenance of program delivery products to determine strategy for achievement of business objectives, and advises the Chief, CDMS and LCSG leadership on the correlations of section activities to achievement of broader program goals. Makes decisions and recommendations that affect the direction of LCSG metadata platform operations, such as planning and justifying budgets for product development, verification and validation of products, operations/deployment and maintenance of products. Develops ways to contain or reduce costs and improve services through technological advances. Is responsible for long-range program planning for product lifecycle management. Leads the collaboration and communication efforts across LCSG, other Library business units, and external stakeholders to accomplish program goals.
Initiates contact and provides expert technical advice and direction to the Office of the Chief Information Officer (OCIO) Contracting Officer Representative (COR) and/or contractor professionals for product operations and maintenance to support the Library Collections Access Platform (LCAP) and related programs/systems.
Acting as a Subject Matter Expert (SME), the incumbent collaborates with the OCIO COR to develop and manage contracts with outside vendors for deployment, enhancement, maintenance, and updating of CDMS products. Serves as a senior technical contact.Participates in the review and development of statements of work, acquisition packages, market research reports, and contract solicitations.Coordinates with the COR to ensure all Product Management and Acceptance contracts are issued in a timely manner. Collaborates with the COR on progress reports, proposed contract modifications, validity of claims, analysis of proposals, and assessment of contract time extensions.Participates as necessary in the evaluation and selection process of proposals submitted in response to contract solicitations. Informs COR of any technical or managerial problems with contractors.Works with COR on resolutions to work complexities that require the development of alternate solutions to reduce time and cost, versatility and innovation, and short cuts or compromises that are considered risky.Assists COR and OCIO staff in the resolution of unusual demands caused by extraordinary urgency, safety, or economic restraints in areas such as data protection and privacy or system accessibility.
Serves as an expert advisor on collections platform management practices. Establishes and maintains effective working relationships with staff at multiple levels throughout the service unit and across the Library, as well as with those in the larger collections platform community.Coordinates product roadmaps with specialists in curatorial units throughout LCSG and OCIO.
Using knowledge of bibliographic and archival metadata and technical solutions, provides expert analysis and advice and develops solutions to solve issues and problems associated with metadata platforms. Identifies and applies new analytical techniques to address situations that are unique or not previously encountered.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
