Data Quality Specialist (24-14)Introduction:The 711th Human Performance Wing (711 HPW), headquartered at Wright -Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.Description of Services:The contractor shall meet all requirements per the basic contract and provide a professionally and technically qualified individual to perform all tasks in the following paragraphs to fulfill the requirements of this task order.The scope of this effort is to direct, develop, and manage multiple complex data tracking mechanisms to provide accurate accountability of educational resources and utilization metric to include (student data, allocation utilization, learning management system analysis, and other analytical duties required to accomplish mission priorities) . Data generated will support the strategic vision of the USAFSAM Education and Training mission, the Aerospace and Operational Medical Enterprise (AOME) teams at DoD installations worldwide, higher headquarters personnel, and supported line mission partners.All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government. The contractor shall successfully integrate and coordinate all activity needed to execute the tasks according to this PWS. The contractor shall provide management support for activities and interact with multiple technical teams to ensure projects are successfully completed on schedule.Mandatory Qualifications 
  • The contractor employee shall possess a Master's degree in Data Science, Statistics, Computer Science, Mathematics, Data Analytics, or another related technical discipline.
  • The contractor employee shall have a minimum of two (2) years’ experience in a professional work environment in the fields of mathematics, data analytics, and/or statistics to include demonstrated experience as follows:
 
  • Experience/background in educational data analysis, with a specific focus in adult learning/higher education.
 
  • Experience with querying or analyzing data to answer questions, solve problems through familiarity with SigmaPlot (Systat), R, Python, SAS, MATLAB, or other relevant programming environments.
 
  • Experience with statistics and statistical analysis of data, machine learning algorithms, or general algorithm development.
 
  • Possess knowledge of tools and techniques to support the development and delivery of impactful data models and data visualizations, such as Tableau.
 
  • The contractor employee shall possess the skills to review scientific publications and literature to validate theories and models.
 
  • The contractor employee shall possess excellent written and oral communication skills, as well as outstanding organizational skills.
 
  • The contractor employee shall possess the ability to work independently and collaboratively in a team environment while clearly and effectively communicating results in writing and oral presentations.
 
  • The contractor employee shall possess strong Microsoft office skills.
 
  • The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.
Highly Desired Qualifications: 
  • Prior experience within the Air Force Medical Service
 
  • Knowledge of Blackboard Learning Management System
 
  • Knowledge of Genius Student Information System
 
  • Knowledge of/experience with other associated systems such as student testing, faculty qualification tracking, and customer feedback.
Tasks:
  • The contractor shall assess USAFSAM educational programs to identify trends, outliers, and data quality and performance gaps that adversely impact enterprise-wide senior-level messaging needed to effectively execute the USAFSAM education mission.
 
  • The contractor shall design, document, communicate, and review technical guidance and courses of action (COAs) intended to improve USASFSAM Education Department data quality and program performance, written at both a tactical and strategic level for use by education professionals and senior leaders to make informed decisions on educational objectives.
 
  • The contractor shall directly support USAFSAM-level data revision, as required, to mitigate data quality and performance gaps that adversely impact enterprise-wide analytics and related messaging.
 
  • The contractor shall coordinate, collaborate, and communicate with Air Force/DoD leaders to recommend courses of action needed to mitigate specific data quality and performance gaps, to promote improvement in program execution, and to bolster enterprise-wide analytics and related messaging.
 
  • The contractor shall propose additional data analytics and graphical visualizations needed to improve data quality and program performance.
 
  • The contractor shall assist with answering student questions. The contractor will assist with attendance, class roster, completion and/or coordination of course graduation activities. The contractor shall assist in development of student resource materials to include locally developed, and externally provided. When not supporting Office of the Dean analytics, the contractor will assist with other mission-related duties as assigned. Contractor may assist in tracking student prerequisites and resolving issues prior to student arrival. Maintain accurate attendance records and call on or follow-up with absent students. Contractor will perform other educational related activities as assigned by the technical advisor.
Base Support:The contractor shall be provided office/laboratory space, furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.General Information:Work will be accomplished at 2510 Fifth Street, building 840, Area B, Wright- Patterson AFB OH 45433-7913 beginning 1 August 2024. Temporary alternate work locations may be assigned as circumstances dictate by the Contracting Officer Representative.Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM (ET); however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.Temporary alternate work locations may be assigned as circumstances dictate by the government.
The requirements in this section of the PWS are non-personal services. The requirements herein are the responsibility of the contractor. The Government has the right to reject the finished product or result in the event contractor performance does not meet the acceptable quality level listed in the PWS. Additionally, the Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute or are perceived to constitute personal services, or are outside the scope of this task order, the Contractor shall notify the Contracting Office (CO) immediately.U.S. Citizenship:Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.Travel:No travel is anticipated for this effort. SECURITY:All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.The Contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Effort, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in- processing and prior to being granted access to CIIL items related to the contract/Effort. The Contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Effort.
