The National Center for Children and Families... is Hiring a Program Director Near Bethesda, MD

This position leads the Greentree Adolescent Program - The Residence, a high-intensity, structured group home in Bethesda Maryland, serving males aged 12-20 who have experienced physical and emotional abuse, neglect, sex and human trafficking, or involvement with the juvenile justice system.

Position Purpose:

Responsible for providing professional coordination and accountability of services to the residents in the Qualified Residential Treatment Program (QRTP).

Essential Duties and Responsibilities:

· Provides supervision, training, and problem solving to the residential program team to include the interdisciplinary team of program staff, consultants, and support staff to ensure that the basic needs of each child are met.

· Maintains a consistent therapeutic program by conveying clear treatment philosophy through effective meetings, training, oral and written communications and implementation of procedures and standards.

· Ensures appropriate documentation regarding the treatment of residents in a timely fashion. Reviews and signs off on all staffing and court reports, individualized treatment plans, initial assessments, family treatment plans, and discharge summaries.

· Provides oversight to group, individual and family treatment implemented by treatment team to ensure fidelity of treatment model and evidence-based practices.

· Coordination, supervision, and implementation of services provided to ensure that each child has access to appropriate medical, psychosocial, recreational and educational services as established by the child’s treatment plan.

· Monitors the quality of service provided by the residential program. Ensures effective program development, refinement, and timely participation in NCCF’s evaluation process (i.e. ETO, SCYFIS).

· Ensures corrective action plans are developed, implemented and monitored.

· Maintains program compliance with applicable local, state and federal rules, guidelines, codes and laws and the Maryland contract. Ensures COMAR and COA standards are met.

· Assures appropriate program implementation including placement, discharge, and aftercare. Ensures appropriate program documentation.

· Coordinates intake and admission process for the Residence program. Conducts initial assessments of resident candidates for admission and makes placement recommendations. Notifies referring agencies of placement decisions in a timely fashion.

· Assesses the therapeutic milieu and ensures the implementation of effective, timely crisis and behavior management that incorporates the use of emergency case reviews and individual treatment planning. Ensures plans are developed, implemented and monitored.

· Encourages and enhances collaborative teamwork among staff, consultants, client systems and support staff.

· Assists the Administrator with program budget decisions and managing program specific funds.

· Makes recommendations for personnel action, and completes appropriate supervisory actions as assigned by supervisor, including sanctions and rewards.

· Acts as a liaison between the Residence, Maryland Department of Social Services, and Maryland’s Department of Juvenile Services, and all external agencies providing clinical services.

· Provides for the regular supervision, orientation and training of Associate Program Director and Clinical Supervisor

· Obtains and maintain certification as a Program Administrator as well as State Certified Residential Child and Youth Care Practitioner.

Non-Essential Duties and Responsibilities:

· Represents NCCF in external policy and program arenas, as approved.

· Presents and publishes professionally on topics related to specialty service.

· Advocates for vulnerable youth and their families in local, state and national forums.

· Contributes to agency resource development efforts, as appropriate.

Minimum Position Requirements:

· Master’s Degree with three years experience or a Bachelor’s degree with five years experience in child welfare. Considerable experience in residential group care setting. LCSW or LCPC desirable.

· State Certified Residential Child Care Program Administrator.

· Administrative ability to plan, organize and direct comprehensive residential programs serving disadvantaged populations. Knowledge and skill in clinical treatment, administration, supervision, program planning, and implementation, evaluation and training techniques. Ability to speak and write with clarity.

· Comprehensive working knowledge of theories and principles of human growth and development; broad working knowledge relative to the needs of emotionally disturbed, victimized, learning disables, delinquent adolescents and their family systems.

· Ability to lead, motivate, and manage a team serving diverse, challenged youths and their families.

· Demonstration of cross-cultural competencies.

Physical Demands/Work Environment:

While performing the responsibilities of the job, the employee is required to talk and hear. The employee is often required to sit and use their hands and fingers to handle or feel. The employee is occasionally required to stand, walk, reach with arms and hands, climb or balance, and stoop, kneel, crouch or crawl. Vision abilities required y this job require close vision working with a computer monitor. While performing the duties of this job, employee is occasionally exposed to moving mechanical parts and vehicles. The noise level in the work environment is usually quiet to moderate. While performing the responsibilities of the employee’s job, these work environment characteristics are representative of the environment the employee will encounter.
