Role Overview: Universal Consulting Services (UCS) a subsidiary of Tria Federal (Tria) is seeking a DMLSS Functional Analyst to support Navy Medical Readiness Logistics Command (NMRLC) / Bureau of Medicine (BUMED) with functional support of the DMLSS and LogiCole Application and other systems that support and interface with DMLSS such as FASTDATA, NAVY ERP, and Defense Logistics Agency Troop Support (DLA TS) support applications; experience in Navy Medical Logistics at the activity/regional level and/or within the operational forces.

Responsibilities:

The person in this role will:

  • Provide support and guidance during the incremental development, proliferation, and sustainment of DMLSS and LogiCole.
  • Participate in meetings that requires Navy representation.
  • Ensure that remote or onsite functional sustainment support is provided to all DMLSS and LogiCole sites and to all non-DMLSS and LogiCole sites.
  • Evaluate issues and provide recommendations related to system cost, schedule, and performance.
  • Review, assess, and monitor DMLSS and LogiCole functionality.
  • Draft, analyze, review and provide recommendations on test and evaluation program planning, as well as provide installation, testing, execution documentation and participate in tests and trials.
  • Provide support for requirement generation, allocation, verification, and validation.
  • Perform and provide reviews, analyses, studies, documentation, and recommendations for system design including technical expertise in logistics, test and evaluation and training.
  • Provide recommendations for planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities.
  • Provide onsite support, training material development, emerging policy or system functionality implementation and training in support of Supply Chain Management, Integrated Logistics Solutions, Acquisition Management, Financial Management, Equipment Management and Medical Logistics Fleet Support.
  • Monitor guidance set forth by Department of Defense (DOD), Department of Navy (DON), Bureau of Medicine and Surgery (BUMED), Defense Health Agency (DHA), and Naval Medical Readiness Logistics Command (NMRLC) and provide recommendation to achieve compliance.
  • Create and maintain regression testing document in support of LogiCole
  • Assist with systems interface/ integration definition and testing, verifying functionality of existing and future development.
  • Participate in meetings and discussions with the Defense Health Agency (DHA), Joint Medical Logistic Functional Development Center (JMLFDC) regarding system enhancements/functionality.
  • Coordinate with JMFLDC to ensure the Navy DMLSS and LogiCole systems maintain all DOD requirements in accordance with Information Assurance Vulnerability Alert (IAVA) requirements, documents, scans.
  • Provide support to ensure that user accounts sponsored by NMRLC are appropriately administered. This task could include support of review, approval, retention and removal of users previously identified by System Authorization Access Request Navy (SAAR-N) OPNAV 5239/14 form

The “Need-to-Have” Skills & Qualifications:

  • Previous experience with Defense Medical Logistics Standard System (DMLSS) application
  • Previous experience providing application support.
  • Previous experience training users on application.
