Position has the overall responsibility for directing the integration and synchronization of VBA Program Integrity and Internal Controls, serving as oversight liaison for the Office of Inspector General and the Government Accountability Office, coordinating and facilitating oversight activities with VBA business lines and staff offices.

Duties
Specific duties include:
  • Serves as the official contact for VA departments and offices seeking VBA concurrence.
  • Serves as VBA's principal representative in creating and maintaining internal controls, accountability, and integrity.
  • Analyzes differing and complex problems and evaluates workload issues. Develops and communicates effective strategies for distribution of resources to reduce errors and meet due dates.
  • Implements and assesses internal review of operations and assures best practices are followed to meet performance measures and promote continuous process improvement.
  • Identifies, articulates, and implements a clear strategy and vision for the office mission as designated.
  • Ensures efficient operation of the office through proactive management and effective problem solving.
  • Provides advisory services as requested to management and senior leaders.
  • Continues a system of internal controls. Provides oversight and accountability of documents and responses.
  • Ensures and manages quality control of documents generated through the office. Analyzes and evaluates results and accomplishments to identify areas of improvement, corrective/improvement measures, and follows up to ensure quality and timeliness of deliverables and optimum service.
  • Acts on behalf of senior leadership; in consultation with the executive staff; and key internal and external stakeholders.
  • Develops provides governing policy, oversight, and review of the program participation in the legislative and congressional process; advises key stakeholders and senior leaders on the full spectrum of issues impacting the organization.
  • Consults the Inspector General's Audit Staff and the General Accounting Office to benchmark VBA practices with other Federal agencies.
  • Analyzes current enterprise-wide operations and makes recommendations on the systematic embedding of program integrity measures in the design of each new and existing business process.
  • Serve as VBA's Liaison for Office of Accountability and Whistleblower Protection (OAWP) Special Reviews Division (SDP) overseeing incoming reviews, reports, and request for information. Ensures all appropriate leadership and parties are provided information, coordination of meetings while ensuring timely and accurate collaboration with OAWP leadership.
  • Conducts supervisory duties: performance management and evaluation; leave management; providing guidance and oversight; drafting performance plans; evaluating work product quality and timeliness and workflow processes; conducting team building activities; and serving as a change agent.
  • Provides advice, counsel, and instruction to individual employees on technical and administrative matters. Interviews candidates for vacant positions, makes selections or recommendations for appointment, promotion, or reassignment.
  • Listens, counsels, advises, and resolves conflict or issues. Makes determination and refers grievances and personal issues or serious issues to appropriate offices (Human Resources {HR), Equal Employment Opportunity {EEO), and Employee Assistance Programs (EAP) etc.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/26/2024.
TIME-IN-GRADE REQUIREMENT : Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
  • For a GS-15 position you must have served 52 weeks at the GS-14 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-15 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is experience that includes experience providing executive-level support and leadership covering work assignments in organization analysis, program oversight, and supervisory duties. Extensive experience analyzing and evaluating major aspects of high-visibility, substantive, mission-oriented programs administered by one or more business lines. Experience establishing and monitoring an effective system for internal controls and developing detailed reports on integrity measures to assist leadership in determining effective business strategy, formulating responsive policies, establishing priorities, and identifying methods of identifying potential risk focused on benefits, programs, and services. Experience developing and providing governing policy, oversight, and reviewing program participation in the legislative and congressional process, advising organization leadership on the full spectrum of issues impacting the organization.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
