The Senior Administrator, Ambulatory Surgery Centers, coordinates activities and organizational initiatives that enable Virginia Commonwealth University Health System (VCUHS) to be recognized within the health care community. The Senior Administrator, Ambulatory Surgery Centers, is responsible for the planning, organizing, and directing of all Ambulatory Surgery Centers’ (ASCs) medical, clinical, financial, and administrative business operations in conjunction with the ASC Medical Director(s). The position develops and mentors an effective management team while maintaining the highest levels of privacy, confidentiality, and patient care throughout VCUHS ASCs. This position manages the ASC’s directors, managers, and team members in the community setting.

The incumbent is responsible for leading the delivery of outstanding patient care services, and ensuring that the ASC operations are safe, effective, and aligned with the mission and vision of the VCU Health System. The Senior Administrator, Ambulatory Surgery Centers, is also responsible for ensuring services rendered are aligned and support the concepts of high reliability organizations and accurately comply with internal and external regulatory guidelines and standards. Within a complex, highly matrixed system, the Senior Administrator, Ambulatory Surgery Centers, is responsible for leading overall strategy and operations of the VCUHS Ambulatory Surgery Centers. This includes activities related to future growth, increasing access, enhancing patient /provider experience, financial analysis, and optimizing accessible, safe, and affordable care.

This leader will coordinate and evaluate personnel decisions, budget, regulatory compliance, accreditation standards and the provision of services while developing a close working relationship with Department Chairs, appropriate surgeons, proceduralists, anesthesiologists, advanced practice providers, directors, managers, and team members. The Senior Administrator, Ambulatory Surgery Centers will assist the Chief Nurse Executive and Vice President of Perioperative Services in leading the organization's efforts to promote a culture focused on delivering world-class patient and family focused care achieved through an exceptional and highly engaged workforce.

Essential Job Statements

  • Accountable for the planning, development, and implementation of approved operational and capital budgets. Identifies areas of need, determines feasibility, and makes appropriate recommendations in all ASC operational areas. Fiscal management responsibilities include reviewing and planning goals for each ASC asset.
  • Assists facility administration with annual budget reports by communicating the necessity for new equipment, additional personnel or other items that directly improve the operation of the facility.
  • Works with ASC leadership, medical providers, and staff to recommend capital acquisitions for improved patient service, improved efficiency, and profitability.
  • Oversees charge capturing, charge reconciliation, and billing practices. Remains current with payor regulations and oversees contract management. Participates and is responsible for revenue cycle optimization.
  • Develop and facilitate ambulatory surgery center goals, which are congruent with institutional goals. Ensures that procedures and controls are employed by each functional area, and analyzes, develops, and monitors corrective action plans to meet established fiscal goals and reviews and evaluates the implications of proposed long- and short-term goals and strategic objectives.
  • Provides continuous quality improvement with quality 'indicators' to initiate and drive organizational change in an evolving cycle of continuous improvement, and participates in planning, monitoring, and evaluating efforts to improve patient satisfaction/patient perception of care.
  • Actively supports and reports on quality measures surrounding medical providers and patient care staff initiatives to improve patient outcomes in alignment with standards by the System
  • Provides leadership in critical thinking, conflict management, and problem solving. Facilitates the development of policies and procedures, including collaboration with medical, administrative, or service line colleagues, as appropriate, in the development and approval of such policies and procedures.
  • Demonstrates organizational commitment, ethical and professional behavior by serving as a role model for VCUHS values to staff, physicians, and patients. Maintains appropriate confidentiality of privileged information. Participates in activities to promote professional growth and development.
  • Initiates, develops, and maintains strong physician relationships to support top-line growth, trust, and confidence in the VCUHS brand as a preferred partner, including development of physician partnerships and marketing programs designed to drive case volume growth. This initiative will be achieved via partnerships with physicians, medical groups, health system partners, local employers, and third-party payers.
  • Proactively collaborates with executive leadership to identify and implement best practices related to clinical quality, volume growth, and operational excellence, including recommending, developing, and executing short- and long-term strategic plans that drive best in class clinical, financial, and operational results.
  • Safeguards the ASC assets and ensures that the building and/or tenant improvements and equipment are maintained in good working order and in compliance with local, state, and federal regulations. Maintains center operations in compliance with regulatory requirements and accrediting body standards.
  • Hires, directs. and evaluates ASC supervisory staff. Responsible for oversight/monitoring the medical staff credentialing/privileging process for the ACSs.
  • Proactively collaborates with physicians to meet patient needs and exceed patient expectations, and effectively builds and manages a team of high-performing clinicians to deliver excellent patient care while effectively fostering and sustaining a zero-patient harm culture.
  • Works with ASC nurse management to maintain effective quality measures and scorecards relating to infection control procedural protocol that ensures patients and staff are not being exposed to disease-causing organisms.
  • Works with directors, managers, medical providers, and staff to develop and strengthen the concept of team care.
  • Maximizes ASC effectiveness utilizing corporate resources appropriately and effectively.
  • Responsible for Ambulatory Surgery Center Board Meeting development and follow up. Supports policies and strategic initiatives endorsed by the ASC Board of Directors.
  • Reinforces and enhances the reputation of VCUHS and the Ambulatory Surgery Centers.
  • Works closely with ASC management staff and medical providers to identify opportunities for reducing operating expenses and enhancing practice revenue.
  • Evaluates and advises on the impact of long-range planning of new perioperative programs/strategies and regulatory action as those items affect the ambulatory surgery center, and consequently, the broader health system. Work collaboratively with leadership across business entities to ensure policies, procedures, strategy, and programs are integrated and aligned.
  • Stays current with all ASC regulations, including state and federal government regulations; AORN, AAMI, ASHRAE, fire and life safety, and other guidelines to ensure ambulatory surgery center compliance.
  • Provides leadership in human resource development and management while acquiring and allocating human, material, and financial resources for specific functions and processes. Collaborates with human resources department on the recruitment and retention of staff in all reporting departments. Serves as a professional role model and mentor to motivate, develop, and recruit, and retain future nurse administrators and clinical leaders.
  • Performs other duties as assigned and/or participates in special projects to support the mission of VCUHS and department. Provides assistance to team members. Accepts alternate assignments as required.

Required Education:

Master’s degree in one of the following Nursing, Business Administration, Finance, Health Care Administration, or related field.

Preferred Education:

If Master's degree is not in nursing, Bachelor's degree in nursing preferred

Licensure/Certification Required:

Certification or advanced membership in an appropriate professional organization a plus.

Licensure/Certification Preferred:

Current Registered Nurse licensure in Virginia and eligible AHA, BLS Certification or equivalent.

Certification in nursing administration (NE-BC, NEA-BC, CENP)

Certified Ambulatory Surgery Nurse (CNAMB)

Fellow of the American College of Healthcare Executives (FACHE)

Years and Type of Required Experience

  • Ten (10) years healthcare administrative experience with a minimum of five (5) years of experience as an administrator and / or leader with demonstrable leadership ability, relentless follow through, strong interpersonal and effective communication skills, both written and verbal, and proven ability to interact well with physicians and surgeons is required.
  • Must have experience demonstrating a high-level ability to efficiently and effectively manage, as is the ability to prioritize, function efficiently and responsibly in complex environments along with operational management experience and knowledge, such as budgeting, financial management, clinical services management, credentialing, accreditation, as well as the ability to perform market analysis to optimize current ASC assets, evaluate service mix, develop ASC staffing levels and models, implement perioperative process improvements initiatives including defining KPIs that will drive success.
  • Knowledgeable in supply chain management and revenue enablement (revenue cycle management).
