Description

SUMMARY

Under the supervision of the Senior Chief Engineer or his delegate the Chief Engineer 1 (hereafter referred to as CE1) will perform duties that do not require the full proficiencies of a Senior Chief Engineer 1, however more than an ACE. The CE1 supports the implementation and documentation of all required safety programs as well as engineering standards, operational procedures, and industry guidelines. The CE1 will take on more responsibility and autonomy and must possess excellent communication skills. This position will involve the use of more complex tools and systems. The CE1 will be tasked with more delegated authority and responsibility and as such must be able to perform the tasks assigned with minimal supervision. The CE1 will be tasked with utilizing detailed documentation and communication. The CE1 will accountable for adherence to all codes, rules, and regulations including but is not limited to Federal, State, local, and site-specific standards, policies, and protocols.

RESPONSIBILITIES

  • Responsible for the overall supervision of the engineering department within the facility or facilities assigned. These duties include but are not limited to the supervision of the installation, repair and maintenance of the facility equipment. The oversight and upkeep of the physical plant, including grounds, utility services, HVAC, plumbing, electrical system, electronic equipment, landscaping and parking lot/sidewalk upkeep in the best manner possible for the safety and health of all concerned, to forecast these costs into a budget and to coordinate these activities as needed.
  • Responsible for the implementation and documentation of site safety plans and all applicable operational standards and guidelines as well as site specific standards, policies and procedures relating to the engineering department including but not limited to Federal, State, County, Local and Urban Renaissance Group rules and regulations.
  • The Chief Engineer provides responsible supervision for the implementation of a comprehensive preventive maintenance. The CE is also accountable for the repair operations at the facility. The Chief Engineer (CE) Schedules emergency repair activities according to priority and the abilities of assigned personnel utilizing licensed contractors as deemed necessary. The CE provides mentoring, encouragement and team building training to subordinate team members in regard to collaboration, respectful communication, and belief in the strength of the team to overcome the challenges faced achieving URG goals. The CE also provides structured training to subordinate team members in such areas as electric theory, mechanical systems, hydraulic systems, and safety procedures. The CE is to perform regular equipment inspections, quality control checks, and periodic spot checks insuring that proper maintenance is being per-formed in accordance with URG standards. The CE is responsible for the implementation of the quality assurance program for all work performed by the engineering department as well as outside vendors.
  • The CE is to direct or participate in various facility programs and committees relating to assigned responsibilities such as safety, disaster, fire, pollution control and civil defense. This may include collaboration with management on tenant training and activities.
  • The CE analyzes, recommends and implements site specific policies and procedures to improve the facility safety, physical plant efficiency and operational readiness.
  • The CE is required to work closely with the construction team assisting with the successful completion of tenant improvements and capital expenditure projects.
  • The CE will formulate and manage Capital Projects and Capital Expenditure budgets
  • The CE will maintain engineering initiatives such as Staffing Analysis, Chief’s Reports, Operational Audits, Promote from Within Program and company training for his/her team.
  • The CE will utilize available technology (i.e. Building Engines) for the purpose of recording an active inventory of estimated life expectancies, maintenances and the inspection of all capital and non-capital equipment within the facility. This includes but is not limited to recommendations for equipment purchased for replacement, repairs, and long-term planning capital planning. This will be coordinated through the properly licensed vendors based on the requirements.
  • Assists in the development and implementation of operating and extraordinary expense budgets as required.
  • Plans, schedules, and coordinates all services of the Engineering Department. The CE establishes and enforces the standards and work methods to assure a quality of service, an active evaluation of the Engineering Team, and the delegation of authority to ensure that the maximum efficacy is achieved. This includes formulating plans for improved departmental work emphasizing efficiency and economy.
  • The CE will communicate policies and procedures, discuss job challenges, and counsel employee concerns with supervisors and employees The CE will encourage the development informed work methods and proactive attitudes for improved performance and solid team satisfaction. The CE will direct, train, evaluate, and counsel all engineering personnel.
  • The CE ensures that general safety, fire prevention regulations are enforced, and safe working habits are promoted throughout the facility; that all shop equipment is properly maintained and conforms to safety standards and supervises good housekeeping principles.
  • Responsible for ensuring that the building systems are operated in the most efficient and effective manner especially as it relates to utility consumption and environmental responsibility. Implement a systematic program to promote energy awareness and conservation within the facility. Champion energy conservation programs to achieve maximum results from tenants and staff.

PHYSICAL ACTIVITIES REQUIREMENTS

  • Finger Dexterity: Using primarily just the fingers to make small movements such as typing, picking up small objects, or pinching fingers together
  • Talking: Especially where one must frequently convey detailed or important instructions or ideas accurately, loudly, or quickly
  • Average Hearing: Able to hear average or normal conversations and receive ordinary information
  • Repetitive Motions: Movements frequently and regularly required using the wrists, hands, and/or fingers
  • Average Visual Abilities: Average, ordinary, visual acuity necessary to prepare or inspect documents or products, or operate machinery
  • Physical Strength: Work requires occasional lifting of 50-75 lbs. and routine lifting of 25lbs.; ability to maneuver in confined spaces 10% of the time; ability to perform duties at heights 10% of the time

Qualifications


SKILLS ABILITIES

  • Excellent organizational and communication skills
  • Strong employee relation skills, coaching skills and training skills
  • Strong computer proficiencies such as word Microsoft Office (word processing, spreadsheets, presentation etc.) Building Engines (work order and tenant management) and email usage are critical as well the ability to operate the property BAS/EMS system
  • The ability to utilize the Building Engine software efficiently. This includes running reports to gather requested data, add/remove equipment, schedules adjustments, and administrative subroutines.

MINIMUM QUALIFICATIONS

  • Experience that is commensurate with the specific facility for the position of Chief Engineer
  • Prefer 3 years progressive operations experience
  • As required, highest-level relevant state/local license for stationary engineer and/or HVAC, plus universal level refrigerant recovery license
  • BOMA accredited courses desirable
  • High-rise Fire Safety Director, Haz-Mat Certification, Indoor Air Quality preferred
  • Certification, LEED Certification
  • Certification meeting OSHA ACM awareness training requirements as required
  • Working knowledge of energy conservation required, formal training preferred
  • Certification meeting OSHA/ACM awareness training requirements
  • Possess a Washington State Labor and Industries 07 certification preferred or required electrical training card with the intent to accumulate enough hours to pass the 07 test and become a licensed, journeyman 07 electrician
  • Possess the EPA Universal Refrigerant License
  • Possess a City of Seattle Grade IV Boiler fireman License
  • Possess a City of Seattle Refrigeration License
