Description

The Operations Division is the heart of the Office of Secretary of State, supporting the Executive Office and every division through the internal functions of Public Records, Financial Services, Budget, Facilities, and Human Resources. Recruitment and Training Specialist
(HRC4)
Full-Time, Permanent
This position reports to the HR Manager and is responsible for creating a robust recruitment and outreach program for the office that includes developing community connections and a pipeline of applicants that reflect the diverse populations of customers we serve. This position will also be responsible for recommending, developing and delivering training. The position will manage learning in the WA State Learning Center (TLC), as well as lead, develop, and update customized leadership academy program.

Duties

Creates and builds talent outreach plans and strategies
Tasks include:
  • Collaborates with co-workers, customers, and stakeholders to build robust recruitment outreach strategies with core components in each plan for various job classes, hard-to-fill positions, and other vacancies
  • Creates outreach opportunities for a myriad of jobs and talent pipeline
  • Designs creative outreach strategies for hard-to-fill jobs and leadership position
  • Builds relationships with external partners to assist sourcing diverse talent
  • Incorporates diversity, equity, and inclusion strategies in core outreach plans
  • Develops recruitment resources and tools for recruiters and hiring managers
  • Partners with communications staff to build various media about the office, who we are, and why people want to work for the office
  • Attends career/job fairs representing the office and employment opportunities
  • Manages the onboarding process of all new hires including developing surveys
Training Specialist
Tasks include:
  • Serves as the office representative at statewide training manager meetings
  • Creates and updates training curriculum for classes
  • Partners with other HR Consultants to facilitate and lead OSOS Leadership Academy working sessions, content, brown bag lunches
  • Manages and troubleshoots The Learning Center including challenges
Manages recruitments
Tasks include:
  • Independently manages assigned recruitments for the office according to WAC 357, the WFSE Master Agreement, and office policy, processes, and procedures
  • Works with managers/supervisors to design effective and efficient recruitment strategies
  • Partner with other consultants on allocation or reallocation of the position description prior to posting for recruitment
  • Writes and publishes job announcements, administers a blind screening/review process, reviews, edits, and approves interview/reference check questions
  • Responds verbally and in writing to applicants’ inquiries about the recruitment process
  • Runs layoff lists and creates recruitment plans
Records Retention for Recruitment & Miscellaneous
Tasks include:
  • Assigns work, monitors, and works with management on correcting performance issues including coaching and mentoring for interns, students, and volunteers
  • Monitors interns, students and volunteer’s performance to ensure the technical and support functions comply with Office policies, procedures and standards of best practice
  • Participates in the selection of interns, student workers and volunteers
  • Develops and updates job description forms for interns, student workers and volunteers Assists other
  • HRCs as needed
  • Other duties as assigned

Qualifications

Required Qualifications:
  • At least five years of experience providing support or consultation in more than one human resource discipline; Experience should include at least one year at expert level for at least one HR discipline and also include independently composing business communications, managing records, and responding to customer inquiries; Education may be substituted for up to 2 years of required experience
  • At least one year of experience should be focused on full-cycle recruitment
  • Attention to detail and accuracy
  • Ability to present training and speak in front of groups
  • Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position
Experience and education may be gained concurrently
Preferred/Desired Qualifications:
  • Experience within Washington State government recruiting
  • Experience using NEOGOV applicant tracking system
  • Experience creating curriculum and providing training

Supplemental Information

Working Conditions
The incumbent will be working with a tightly knit team of established HR professionals. The majority of day will be spend working at a desk with standard office equipment: computer copier, scanner, fax and phone. Must be able to and maneuver boxes weight up to 30lbs. The standard business hours are Monday - Friday from 8am -5pm. The option to adjust work hours will be given. Depending on emergencies or natural disasters, the incumbent may be required to work outside normal business hours. Additionally, the incumbent will work with both internal and external customers by phone, email, and in person. Incumbent must have the ability to handle complaints and interact with difficult and impatient people/customers.
