Kenton County Airport Board is Hiring a Compliance and Training Manager Near Cincinnati, OH

CLASS SUMMARY:

This position is responsible for all assigned airfield activities of the Airport Certification Program relating to FAA, 14 CFR Part 139 regulatory compliance. Manages the self-inspection program, construction and maintenance coordination, Airport Operations training. Additionally, this position is responsible for the administrative and technical aspects relating to the regulatory compliance issues of the Operations department. The position will participate in incident/accident and special investigations as well as review proposed airport grant-in-aid program projects to ensure that proposed development to be accomplished will not compromise safety. This position will proactively coordinate and interact with airport tenants, outside government agencies, Authority leadership and departmental staff on matters influencing the operations to include airport training, airfield construction impacts, and maintenance department work efforts.

ESSENTIAL DUTIES:

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

  • Manages Airport Operations programs such as airfield closure program, airport operations training site, movement/non-movement area drivers training, computer-based learning system.
  • Ensures CVG AA Part 139 compliance with all regulatory required training (movement area drivers training, AEP, WHMP, ACM, SICP, etc.).
  • Leads annual FAA inspections compiling regulatory compliance materials and serving as the point of contact for the FAA inspector.
  • Manages CVG AA Emergency Management, NIMS/ICS training records.
  • Develops, implements, and manages Airport Operations department training program to include oversight of new hire on-boarding program.
  • Acts as Operations representative at project meetings. Ensures compliance with local, State and Federal regulations and monitors operational impact on airside and terminal facilities.
  • Provides oversight of Airport Operations self-inspection program and assist with inspections as required.
  • Assist Airport Operations with the coordination of daily airfield activities related to airfield maintenance work, airfield construction projects, and aircraft and vehicle movement.
  • Assist with revisions to, in conjunction with other departments, the Airport Certification Manual, Airport Emergency Plan, Snow and Ice Control Plan, Wildlife Hazard Management Plan, KCAB Rules and Regulations; Airport Layout Plan; and other required documents.
  • Maintains working relationships with stakeholders, regulatory bodies, and the FAA ATCT.
  • Available for immediate recall in an emergency.
  • Participates on the CVG AA snow operations team.
  • Performs the duties of the Airport Duty Manager in his/her absence.
  • Other duties as assigned.

TRAINING AND EXPERIENCE:

Bachelor’s degree in a related field to the area of assignment and five years of experience in airport operations at a certificated commercial airport. Minimum three years of experience in a supervisory or training capacity; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATIONS:

  • Maintain Security Identification Display Area (SIDA) clearance
  • Valid driver’s license
  • Obtain and maintain Ramp and Movement Area driving privileges
  • Obtain and maintain position appropriate NIMS & emergency training
  • OSHA 30 Hour (Preferred)
  • Advanced Snow Academy (Preferred)
  • AAAE ACE Ops or Certified Member Certification

KNOWLEDGE OF:

  • FARs Part 139, 77 and associated Advisory Circulars, and rules and regulations and ability to apply to day-to-day operations. Knowledge of other applicable federal regulations including FAR Part 121, TSR Part 1542, and NIMS/ICS.
  • Airport operations, maintenance and other airport related activities;
  • Weather and NOTAM terminology used in Airport Operations;
  • Reading and interpreting constructions plans;
  • Project management.

SKILL IN:

  • Develops, analyzes, and evaluates programs, policies and procedures;
  • Working independently, organized and setting priorities;
  • Planning, assigning, training, and reviewing work projects of personnel;
  • Preparing reports, maintaining records, analyzing data, making procedural decisions and administering programs;
  • Clearly and effectively communicating, negotiating and advocating, both orally and in writing, with emphasis on communicating sensitive or confidential information in an emergency situation.
  • Understanding technology and how it should be implemented to improve workflow and communication.
  • Using a computer and modern office suite software.
  • Establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with internal and external colleagues, peers, work teams and workgroups.
  • Team Leadership.

ADA AND OTHER REQUIREMENTS:

Positions in this class typically require: walking, talking, hearing, driving, and seeing. 

Light Work: exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
