Summary

The primary purpose of this position is to provide individual and group coordination between The Housing Authority of the Birmingham District's staff and its resident population. The incumbent shall provide outreach and assistance to Authority residents and their Resident Councils; coordinate acquisition and review of funding for resident programs; and maintain communication between Authority staff and the resident body as required.

All activities must support The Housing Authority of the Birmingham District's ("HABD") mission, strategic goals, and objectives.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned as needed.

Conducts outreach to residents to gain participation in resident councils, development and community meetings, and other resident activities.

Provides technical assistance to Resident Councils to operate in accordance with U.S. Department of Housing and Urban Development regulations and Agency policies, including maintaining proper documentation of funding requests and accounting practices of the Resident Council.

Develops networks within the resident body to facilitate communication and problem resolution.

Assists with communication to the residents from Agency administrative and management staff.

Works with specific Agency departments and the Office of Constituent Concerns to anticipate and resolve problems.

Prepares written or oral reports to the President/CEO, departmental leadership, and other staff as required.

Attends staff and resident meetings as required, some of which may occur outside of normal business hours.

Assists with promoting community engagement operations and coordinating

resident-oriented programs.

Supports the coordination of resident elections consistent with federal guidelines.

Plans, assists, and promotes economic development and self-sufficiency programs for residents. This includes working with the Resident Councils to create opportunities for resident-owned businesses.

Assist residents with locating funding sources and getting the proper training and technical assistance in small business development.

Work directly with resident leadership to develop and implement self-help programs.

Responsible for assisting resident groups in organizing resident councils in communities for which such groups are not established.

Performs other related duties as assigned.

Job Competencies

Knowledge of HUD, federal, state, and local laws and regulations, as well as HABD policies and procedures related to the position.

Extensive knowledge of the methods and techniques of casework, group work, and community organization.

Ability to provide service delivery to low-income persons, develop programs, and to obtain necessary funding.

Knowledge of interpersonal and group dynamics necessary to staff position.

Thorough knowledge of public housing communities and the operation of local housing authorities.

Knowledge of the commitment to the values and purposes of low-income housing programs.

Ability to evaluate quality and quantity of services provided in social services.

Ability to handle tense situations in a calm manner while delivering excellent customer service.

Ability to present ideas in a clear and concise manner in English, both orally and in writing.

Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, customers, HUD, and local, state, and federal officials; Demonstrated ability to communicate with people from a broad range of socio-economic backgrounds.

Education and/or Experience

High school diploma/equivalent and a minimum of five (5) years of increasingly responsible experience in housing programs, social services, community organizing, or a related field. Experience working with diverse, low-income, homeless, mentally ill, or other vulnerable populations is strongly preferred. An equivalent combination of education and experience may be considered.

Some positions may require possession of a valid driver's license and the ability to be insurable under the HABD's automobile insurance plan at the standard rate.

Technical Skills

To perform this job successfully, the employee should have strong computer skills (e.g., M.S. Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to remain in a stationary position. Daily movements include sitting; standing; reaching and grasping, operating computers and other office equipment; moving about the office; and attending onsite and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 25 pounds.
