Basic Function:

The function of an Estimator is to examine plans and reports, project sites and research costs associated with prospective jobs to create bids. He/she is the sales contact for the customer and will be the customer liaison for the project.

Qualifications:

• Good time management skills.
• Ability to effectively represent the company and communicate with others are varying technical levels.
• Good documentation skills.
• Creativity and initiative.
• Sales and negotiations experience.
• Computer takeoff skills, including Civil Image, Agtek, Carlson or similar.
• Ability to work independently.

Reporting Relationship:• The Estimator reports to the Sr. Estimator.
• The Quantity Take Off reports to the Estimator.

Responsibilities:

• Enter plans into records: Bid log book, allocate a bid number
• Examine plan, soils report, project specification, project bid guidelines and measure quantities
• Review all existing and design ground files during bid
• Run cross sections and #-D representations when necessary
• Organize bid folder: confirm job number, download and save all bid documents in appropriate folder, for bids and estimates
• Obtain lowest pricing on materials to provide a competitive bid
• Solicit Subcontractors for lowers responsive bids as necessary
• Reply to invitations to bid, entering information onto bid log
• Download Plans, specs, addendum to Bids/XXXX Job Folder
• Check plans and specifications for special fills and incorporate into estimate
• Create written document for bid listing inclusions and exclusions
• Enter bid information into computer using Bid 2 Win Estimate per Elite procedures
• Visit job site and read soils report prior to bidding
• Price various options or alternate adds for job
• Compare project actual amounts with budgeted amounts using a forecast and variance report
• Check on subcontractors, pre-qualify subcontractors
• Investigate all elements affecting the cost of projects and recommend and implement changes
• Confirm project scheduling
• Monitor the shared Estimating mailbox for new job listings
• Check Dodge Global Network, BidMail, PlanetBids, and other General Contractor/ School District sites for new job listings
• Manage bid log book (or forward prospective projects to Bid manager)
• Conduct estimator meetings to assign projects to an estimator and takeoff technician.
• Solicit subcontractor’s bids for any trade of work we are bidding, but do not perform in-house
• Meet with takeoff tech assigned to your project before he/she starts working on the takeoff to ensure no time is wasted.
• Meet with general contractors to build rapport and establish a relationship.
• Visit every site we are bidding and take photos, save photos in the bid folder.
• Attend job walks for bids if they are set up.
• Review completed takeoffs and put together an estimate for the job.
• Review estimate with Chief Estimator (if applicable)
• Send bid to client via their preferred method (electronic submittal, hand-delivery, email)
• Verify all Bid Specific forms have been completed as requested.
• Follow up with client to gather follow-up information and save results in bid folder.
• If public bid opening, send bid results to all Elite Earthworks parties involved and our bonding company. This may be done my Project Engineer.
• Provide bid estimate to Accounting upon notice of job award.
• Make recommendations for process improvements.
• Check plans and specifications for all materials and products and incorporate into estimate.
