Job Summary

This position collaborates with the Office’s 4 divisions, City leadership, and community stakeholders to establish the Office of Equity and Inclusion’s policy efforts as a shared value across the City organization and the community.

Job Description

The Fair Housing Administrator directs, oversees, and administers the Fair Housing section of the Office of Equity & Inclusion by planning, directing, and managing programs to promote, educate, and enforce the city's Fair Housing Ordinance and the federal Fair Housing Act. This position collaborates with the Office’s 4 divisions, City leadership, and community stakeholders to establish the Office of Equity and Inclusion’s policy efforts as a shared value across the City organization and the community.

Essential Functions

1 Directs and manages the day-to-day activities of the Fair Housing Office to enforce fiscal, legal, and regulatory requirements and city policies; monitors and maintains Housing and Urban Development (HUD) programs and objectives.

2 Directs the fair housing education and outreach program to enhance awareness by City employees, housing providers and consumers, outside agencies, and civil rights organizations regarding fair housing rights and obligations.

3 Interacts with multiple departments to ensure fair housing compliance.

4 Reviews, evaluates, and approves enforcement activities; monitors administrator-initiated complaints, administrative closures, negotiated settlements and conciliation agreements, and final investigative reports; issues charges to initiate litigation or cause determinations and ensure compliance with applicable laws, regulations, and city policies.

5 Provides an accurate, detailed, and current inventory of government assisted housing units and programs for low-income families; ensures the effective communication of housing availability, marketing measures, and advertising initiatives.

6 Monitors related activities of City departments, offices, and agencies by reviewing activity reports to ensure fair housing compliance.

7 Reviews and conducts approval of multi-family housing project proposals from housing developers seeking city approval for Low Income Housing Tax Credits in the city.

8 Manages staff including hiring, evaluating performance, and ensuring adequate training to ensure productivity and quality service delivery.

9 Develops and submits proposals for program funding to enhance fair housing services and awareness.

10 Prepares recommendation of cause or no cause to City Attorney for prosecution or closure of cases alleging housing discrimination.

11 Performs any and all other work as needed or assigned.

Minimum Qualifications

Master’s degree from an accredited college or university with major coursework in Public Administration, Political Science, Public Policy, Housing or Business Administration, Humans Rights or a closely related field. (Required)

Juris Doctorate from an accredited college or university with major coursework in Public Administration, Political Science, Public Policy, Housing or Business Administration, Humans Rights or a closely related field. (Preferred)

Five (5) years of experience in fair housing, fair housing investigations, discrimination, finance, contract negotiation, negotiating legal settlements /conciliations or other real estate experience. (Required)

Texas Driver's License (Required)

Knowledge, Skills, and Abilities

1 Knowledge of on the subject of Fair Housing laws and regulations

2 Knowledge of real estate and rental housing principles

3 Knowledge of federal, state, and local laws, regulations, and city policies

4 Knowledge of laws governing grant and contract administration

5 Knowledge of budget preparation and administration

6 Knowledge of supervisory and hiring practices

7 Knowledge of effective case management systems and reporting

8 Ability to develop and make public presentations

9 Ability to administer and communicate Fair Housing principles and programs Communicating effectively both verbally and in writing

10 Establishing and maintaining effective working relationships.

Pay: $89,442.77 - $111,803.46 per year
