DEFINITION: Assists the Director of Human Services Department Head in planning, developing, implementing, administering, and coordinating drug and alcohol and co-occurring prevention, early intervention, treatment, and rehabilitation services for the jurisdiction; does related work as required.
EXAMPLES OF WORK:
REQUIREMENTS: Applicants must meet one of the following or a combination of both experience and education. Note - Thirty (30) semester hour credits are equal to one (1) year of relevant experience:
· Seven (7) years of professional administrative experience in an agency operating drug and alcohol services programs.
· Or Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
· Or Possession of a master's degree in psychology, social work, sociology, guidance or counseling from an accredited college or university; and two (2) years of the above-mentioned professional experience.
LICENSE: Appointees will be required to possess a driver's license valid in NJ. Licensed Clinical Alcohol and Drug Counselor (LCADC) and/or Mental Health License strongly preferred.
KNOWLEDGE AND ABILITIES: Knowledge of existing services pertinent to co-occurring prevention and of community organizations and treatment and rehabilitation programs. Knowledge of New Jersey local and state laws, procedures, regulations and organizations pertaining to alcohol and substance use. Knowledge of Federal and State criminal civil and regulatory laws related to substance use. Knowledge of New Jersey and local condition regarding co-occurring issues. Knowledge of both traditional and unique therapeutic treatment and rehabilitation modalities and techniques. Knowledge of management techniques, operating procedures, and personnel practices with regard to the definition of specific program goals and requirements. Knowledge of approved practices and methods used in assisting those with alcohol and substance use issues for rehabilitation purposes. Ability to review and analyze current programs and activities with a view toward making innovative revisions and additions as may become necessary under changing conditions. Ability to establish and maintain effective working relationships within the agency, community groups and public and private agencies. Ability to develop viable ancillary services by providing training to cooperating agencies and schools and to professional and volunteer workers. Ability to prepare clear, sound, accurate, and informative statistical and other reports containing conclusions, and recommendations. Ability to supervise the establishment and maintenance of records and files.
NOTE: Offers of employment for this title are contingent upon successful completion of physical fitness testing that includes drug screening and verification of clean driving record.
