JOB SUMMARY
This position performs professional planning, customer service, and administrative duties in support of department operations.
MAJOR DUTIES
1. Assists in planning studies and developing reports in support of new and updated plans, programs and regulations.
2. Conducts review of various development applications including rezoning requests, ordinance amendments, site plans, special use permits, variances, subdivision plats and other proposals.
3. Provides information to the public related to zoning and land use questions.
4. Writes, or assists in writing, a variety of ordinances and regulations relating to development controls.
5. Manages and executes the City’s Floodplain Management initiatives.
6. Prepares for and provides support for Planning Commission hearings; prepares related correspondence, agendas, legal notices, and maps.
7. Prepares for and provides support for the Planning and Historic Preservation Commissions; prepares staff reports, presentations, maps, correspondence, and agendas.
8. Prepares minutes for the Planning Commission and the Historic Preservation Commission.
9. Provides GIS products and services for various city departments.
10. Maintains and updates GIS files.
11. Maintains and updates webmap.
12. Answers telephone and provides information and assistance to callers.
13. Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
1. Knowledge of municipal planning principles and practices.
2. Knowledge of computers and job-related software programs.
3. Knowledge of city codes and ordinances.
4. Knowledge of city permitting policies and procedures.
5. Knowledge of geographic information system (GIS) technology, software, principles, and practices.
6. Skill in the provision of customer services.
7. Skill in the operation of basic office equipment
8. Skill in oral and written communication.
9. Skill in maintaining and updating GIS data systems.
10. Skill in the preparation and maintenance of maps.
SUPERVISORY CONTROLS
The Community Development Director assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include city code and ordinances, the city comprehensive plan, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
• The work consists of various planning, customer service, and administrative duties. Frequent interruptions contribute to the complexity of the position.
• Success in this position results in the provision of accurate information to city staff, elected and appointed officials, and members of the general public.

• Contacts are typically co-workers, other city personnel, business owners, contractors, and members of the general public.
• Contacts are typically to provide services, to give or exchange information, or to resolve problems.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
• The work is typically performed while sitting at a desk or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects and distinguishes between shades of color.
• The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
• Baccalaureate degree required with a major course work in planning, geography or a related field; and
• More than two years of related experience required; or
• Masters degree required with a major course work in planning or a related field; or
• Any equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities to perform the work.
• Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
