This position may be filled as a Traffic Inspector or Traffic Inspector In-Training, depending on qualifications.

The preferred hiring range:
  • Traffic Inspector: $20.94 - 25.90 an hour ($43,555.20 - $53,872.00 Annually)
  • Traffic Inspector in-Training:$17.69 - $19.09 an hour ($36,795.20 - $39,707.20 Annually)
Starting offer is based on applicable education, experience, and internal equity. This is a full-time, non-exempt, position which provides excellent benefits including 14 paid holidays per calendar year (13 observed and 1 floating), paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement, and continuing education/training opportunities.

Traffic Inspector: helps to assure quality work from contractors working on City streets or within the City's right-of-way including traffic operations. Performs responsible technical work inspecting street maintenance and construction work performed by private contractors for specification compliance to local and state requirements. Does related work as required. Primarily and most frequently the work done here is performed independently, with diverse functional areas and more specialization and ability to consult on the work of others. Reports to the Traffic Engineer.
Traffic Inspector In-Training: helps to assure quality work from contractors working on City streets or within the City's right-of-way including traffic operations. Performs responsible technical work inspecting street maintenance and construction work performed by private contractors for specification compliance to local and state requirements. Does related work as required. Primarily and most frequently the work done here is performed independently, with diverse functional areas and more specialization and ability to consult on the work of others. Reports to the Traffic Engineer
The incumbent assigned to the Traffic Inspector In-Training Position will be provided a training plan with measurable competencies that has been developed for the position. The in-training period will be 24-months but may be accelerated with a minimum of at least one year. Once the training competencies have been satisfactorily achieved and designated timeframes have passed, including meeting the minimum criteria of the Traffic Maintenance Inspector, the incumbent will be placed in and assume the duties of the Traffic Maintenance Inspector.

Essential Responsibilities and Duties

Traffic Inspector:

  • Inspects street and sidewalk closures.
  • Manages temporary street/sidewalks/parking permit program.
  • Coordinates with utility companies and other City divisions and departments.
  • Inspects traffic control operations to ensure compliance with City and VDOT specifications and standards and the Virginia Work Area Protection Manual.
  • Coordinates with Traffic Operations staff on maintenance and infrastructure improvement efforts.
  • Ensures proper public notification related to work in the right of way.
  • Ensures proper traffic control measures are taken by contractor.
  • Verifies contractor billing quantities are accurate prior to payment.
  • Enforces safety standards and policies on construction site.
  • May oversee work done by in-house crews to identify deficiencies; explains deficiencies to individual(s) along with corrections to enhance the understanding and knowledge of the work.
  • Notifies contractors in writing or verbally of deviations or errors and advises as to corrective action.
  • Keeps daily progress records, prepares reports.
  • Follows up on reports of contractor damage to public and private property, ensures repairs are satisfactorily completed.
  • May confirm qualifications of contractor personnel as needed.
  • Performs related tasks as required

Traffic Inspector Qualifications:

  • Any combination of education and experience equivalent to a High School Diploma or GED required.
  • Minimum of two years of experience in street or traffic maintenance OR any combination of education and experience which would confer equivalent knowledge and ability shall be deemed to satisfy this requirement.

  • Requires possession the following licenses/certifications (or ability to obtain in the first 12 months of employment):
    • Intermediate Traffic Control
    • OSHA 10-hour Construction

  • Must successfully pass a pre-employment physical.
  • Skills: Thorough knowledge of the Manual of Uniform Traffic Control Devices (MUTCD), general roadway construction, traffic plans and traffic closures, as well as techniques, materials, equipment hazards, and necessary safety precautions relating to related work and right-of-way (ROW) operations. Ability to establish effective working relationships with contractors, state officials, property owners and others to ensure satisfactory compliance with specification and standards; ability to maintain accurate records, prepare reports, track and issue traffic closure permits; ability to work independently. Proficiency in street infrastructure requirements and relevant contractual issues. Must be knowledgeable in the requirements of ADA regulations as it pertains to work within the ROW. Knowledgeable and able to manage third party testing/inspection firms, as applicable. Ability to interpret and apply City and State requirements; ability to read and interpret blueprints or specifications

Standard office work environment less than 20% of the time. The majority of duties are performed in the field.
Work is performed around moving mechanical parts and traffic/roadways. Work requires exposure to loud noise, chemicals/hazardous waste, fumes/airborne particles, electrical hazards, and fuels including diesel, gasoline, and kerosene. Work requires ability to drive light and heavy equipment.
Work requires exposure to extreme weather conditions.
Physical demands include frequent reaching, standing, and standing; occasional stooping, kneeling, crouching, lifting, fingering, grasping, and repetitive motion; and rarely crawling, pushing, pulling and feeling. Must be able to lift up to 50 lbs. occasionally, and/or up to 30 lbs. frequently, and/or 10 lbs. constantly to move objects. Must be able to hear and communicate effectively with or without accommodation.
Must be available to work nights, weekends, holidays, and weather and non-weather emergency on-call. This position may be subject to federal DOT drug and alcohol testing regulations.

3. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.
  • Pension:
    • Choose from two options:
      • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.
      • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
