Kane County Government is Hiring an Assistant Director of Information Technology Near Geneva, IL

General Summary: The Assistant Director of Information Technologies will assist the Chief Information Officer with all projects and staff resources in the Information Technologies Department.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:

  • Assist with establishing departmental goals, objectives, and operating procedures
  • Assists with overseeing and developing fiscal budget, budget monitoring, and project accounting
  • Assists with overall planning, organization, management, leadership, and communication of strategic initiatives
  • Identify opportunities for the appropriate and cost-effective investment of financial resources in technology
  • Assists with prioritizing and controlling projects and the project portfolios
  • Develop business case justifications and cost-benefit analyses of spending and initiatives
  • Facilitates communication between staff, management, vendors, and other technology resources within the organization
  • Assists with negotiations with vendors, contractors, agencies, offices, and departments
  • Responsible for the management of multiple, county-wide, information and communication systems and projects, including voice, telephone systems, radio systems, wireless technology, message services, data network systems, application development, databases, server systems, storage systems, desktops, imaging, printing, multimedia, web services, video, mobile communications, cellular services, structured cabling, electrical systems, emergency power, fiber optics, security systems, firewalls, technical training, and office automation
  • Designs, implements, and evaluates the systems that support end users in the productive use of computer hardware and software
  • Ensure systems operation and adhere to applicable laws and regulations
  • Assists with the supervision of personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance
  • Assists with the administration and finance activities of the IT Department and its various components
  • Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the department
  • Provides advice and assistance to the department in the planning, implementation, and evaluation of modifications to existing policies, standards, and procedures
  • Represents the department at various community, business, and government meetings
  • Performs miscellaneous job-related duties as assigned

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

1. Demonstrated knowledge of general accounting practices and procurement and purchasing processes

2. Demonstrated skill in developing and maintaining procedures, formulating policy, and developing and implementing new strategies

3. Strong interpersonal and communication skills

TRAINING, EDUCATION AND WORK EXPERIENCE:

1. Completion of a bachelor’s degree in computer science, Information Technology or related field (preferred)

2. Six years of progressively responsible experience in information technology, including four years at a management level with staffing and budgeting responsibility (preferred);

3. Experience as the technical supervisor of middle management including organizing, prioritizing, and scheduling work assignments

4. Experience as the manager of multiple technology projects of varying degrees of complexity

PHYSICAL DEMANDS OF THE ESSENTIAL FUNCTIONS:

Primarily office work including prolonged periods of sitting, talking, listening, manual dexterity, working on a computer = 75%

Lifting up to 30 pounds at a time, reaching, bending, walking, driving a motor vehicle = 25%

Ability to navigate stairs to evaluate spaces for safety as needed.

EQUIPMENT USED TO PERFORM ESSENTIAL FUNCTIONS:

Computer, printer, scanner, phone, fax, copier, county vehicle, radio, and supplies related to duties.

WORKING CONDITIONS WHILE PERFORMING ESSENTIAL FUNCTIONS:

· Work performed in the field are subject to conditions including inclement weather to dangerous conditions such as snow/ice, cold, heat, noise, wetness/humidity, uneven ground, vibration, sudden temperature changes, and poor illumination at the job site or due to travel on the job. Travel to and from field locations may subject worker to increased risk of driving hazards. Field locations may subject worker to communicable diseases, raw sewage, immobilizing mud, vectors (i.e. mosquitoes and ticks), fleas and chiggers, pathogens, snakes, poison ivy, toxins, hazardous materials, chemicals, and animals. May occasionally need to relate to members of the public who exhibit challenging, atypical or hostile behaviors and/or communication.

· 40-hour on site work week

· On call availability

· Ability to legally operate a motor vehicle.

· Ability to pass a criminal background check.

· Ability to work in all Kane County building environments.

· Ability to obtain LEADS and CJIS certification.

REPORTING RELATIONSHIPS:

Reports to: Chief Information Officer

Job Type: Full-time

Pay: $96,399.00 - $122,000.00 per year
