Position Summary

The City of Bozeman is now accepting applications for a City Engineer who direct, supervise, plan, and organize the daily operations of the Citys engineering division including assigning daily work schedules, setting priorities, and reviewing and evaluating all work completed and work in progress to ensure all work is completed in a safe, timely, and efficient manner.

Examples of Essential Work (Illustrative Only)

Directs, supervises, plans and organizes the daily operations of the Citys engineering division, including assigning daily work schedules, setting priorities, and the review and evaluation of all work completed and work in progress, to ensure all work is completed in a safe, timely and efficient manner;

Confers with the Director to plan, develop and direct the implementation of goals, objectives, policies, procedures, and work standards for all related division functions;

Enforces compliance of all City improvements with all Federal, State, and local codes, ordinances, laws, and regulations and established engineering standards;

Prepares, interprets, and administers policies, procedures, ordinances, and regulations to others;

Oversees division personnel functions, including analyzing personnel needs and making recommendations accordingly, including recruiting, selecting, hiring, training, motivating, evaluating, promoting, and disciplining assigned personnel in accordance with established city policies and procedures;

Addresses and resolves staff technical and job-related questions and concerns;

Prepares and administers the divisions annual operational budget;

Reviews and coordinates the creation and implementation of Special Improvement Districts and infrastructure payback districts;

Serves as the Citys chief engineer, which includes providing technical engineering services, advice, information, and recommendations to the Director of Transportation and Engineering, Assistant City Manager, City Manager, City Commission, and City department and division heads; and making presentations at public meetings;

Advises, directs, and coordinates with consulting engineers, architects and other professionals, developers and contractors, government officials and agencies, news media, and the general public;

Prepares and makes presentations for the City Manager, City Commission, and others as necessary;

Completes and maintains records of all necessary reports, correspondence, and documentation;

Preserves maps and records, including record drawings of infrastructure plans;

Prepares and directs the preparation of plans, specifications, and bid documents for public infrastructure construction projects, including streets, traffic signs and signals, sanitary and storm sewer collection and treatment, water distribution and treatment, and solid waste facilities;

Prepares, updates, and implements the Citys water, wastewater, storm water, solid waste, and transportation master plan documents; maintains and revises City infrastructure standards and specifications;

Annually updates the Capital Improvements Program, including the Impact Fee Capital Improvements Program, with assistance from other division superintendents and the Director of Transportation and Engineering, and coordinates the expenditures from these programs with the goals and policies of the various City Plans and Commission adopted Work Initiatives;

Prepares and directs engineering design reports, technical specifications, and contract documents, including drafting plans, drawings, and cost estimates;

Administers construction contracts, including preparing bid documents, holding pre-bid conferences, soliciting and reviewing bids, awarding and executing contracts, projects, and budgeting schedules, processing payments, work claims, and change orders, inspections, finished projects acceptance, and one year warranty inspection;

Administers professional service agreements, including soliciting and procuring qualified consultants, negotiating and approving agreements, managing budgets, schedules, and payments, and reviewing final acceptance of work products;

Administers sidewalk installation and repair, weed abatement, snow removal, wastewater pretreatment, flood plain development permit, and Community Rating System (CRS) programs;

Manages the Public Rights-of-Way, including acquisition of public right-of-way and easements, street and alley vacation requests, addressing, and requests for sewer or water outside of City limits, and issuing encroachment and occupancy permits;

Communicates with all related personnel in efforts to encourage, motivate, promote leadership, and encourage teamwork in accomplishing set forth objectives;

Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;

Keeps Director and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;

Responds to citizens questions and comments in a courteous and timely manner;

Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

Performs other duties consistent with the role and function of this classification.

Minimum Required Qualifications

Bachelors degree in Civil Engineering, Construction Engineering Technology, or a closely related field; and

Extensive (7 or more years) experience in civil engineering, surveying/drafting, and public works and utilities planning, design, and construction; and

Considerable (4 to 6 years) supervisory experience; and

Registration as a Professional Engineer (P.E.) in the State of Montana either at the time of hire or by reciprocity with another state to be obtained within six months of employment;

Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Required Knowledge, Skills, and Abilities

Comprehensive knowledge of pertinent Federal, State, and local laws, codes, and ordinances,

Comprehensive knowledge of modern construction contract provisions and standards, contract terms, and construction methods, materials, techniques, design, practice, and procedures;

Comprehensive knowledge of standard professional services contract provisions and accepted industry standard work methods, practices, procedures, and standards of care in completing work;

Comprehensive knowledge of the modern principles and practices of civil engineering including an in-depth understanding of municipal engineering, construction, and building codes;

Comprehensive knowledge of all relevant construction safety rules and regulations;

Comprehensive knowledge of the principles and practices of plan development and the use of all necessary drawing equipment and software;

Comprehensive knowledge of legal issues involved in public works operations and programs;

Comprehensive knowledge of principles and practices of personnel administration, and organization management practices and principles;

Comprehensive skill and knowledge in coordinating and developing capital improvement plans and priorities;

Substantial knowledge of subdivision platting processes;

Thorough knowledge of budget administration;

Thorough knowledge of relevant surveying and drafting skills;

Some knowledge of City or related purchasing and finance policies, procedures, and processes;

Some knowledge of, or the ability to quickly learn, the Bozeman Unified Development Ordinance, Montana Codes Annotated, and Administrative Rules of Montana;

Some knowledge in GIS, topographic information, Arc Map, and computer usage;

Some knowledge of cartography;

Ability to quickly learn City and department operations, policies, and procedures.

Ability to effectively manage the resources and projects of the Engineering Department;

Ability to effectively and accurately interpret and enforce all relevant codes, ordinances, laws, and regulations;

Ability to effectively train, lead, motivate, supervise, direct, and evaluate the work of assigned personnel;

Ability to effectively resolve employee problems in a fair and diplomatic manner;

Ability to effectively organize work, maintain organizational structures, and delegate authority;

Ability to effectively present and promote department projects to the general public and media;

Ability to develop complete and accurate plans, specifications, and construction notes,

Ability to effectively read and interpret blueprints, construction plans, and specifications;

Ability to effectively serve as a liaison to and review and oversee the work of contractors;

Ability to effectively detect discrepancies or deficiencies in project construction work and plans;

Ability to exercise sound, independent judgment;

Ability to make sound decisions and recommendations with respect to the cost-effectiveness and timeliness of construction;

Ability to make quick and accurate computations;

Ability to effectively manage and coordinate division services with other agencies and departments;

Ability to manage and coordinate a variety of department projects and programs;

Ability to effectively administer contracts and prepare accurate cost estimates and bid documents;

Ability to effectively complete all necessary reports and documentation;

Ability to effectively operate and utilize all relevant equipment;

Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;

Ability to understand and follow oral and/or written policies, procedures, and instructions;

Ability to prepare and present accurate and reliable reports containing findings and recommendations;

Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks;

Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;

Required Special Qualifications

Possession of a Valid Drivers License and possession of a valid Montana Class D Drivers license within 60 days of employment;
