Job Title:Chief Operating Officer 

Reports to: Chief Executive Officer

Most importantly, someone who is passionate about the work we do and the lives we impact and brings that passion with them to work every day.

Position Overview: Reporting directly to the Chief Executive Officer, the Chief Operating Officer (COO) will provide strong leadership, guidance, efficiency, and effectiveness of daily operational activities. 

Duties will include implementation and oversight of long-term and short-term strategies, goals, policies/ procedures, and program/service evaluation to help drive the agency’s capacity to maximize community impact in support of the organizational mission, vision, and core values. The COO will develop strategies to streamline daily operational practices, conduct midcourse corrections, and keep the CEO informed of Home Start’s daily operations and performance relative to all organization goals including finance, technology, and staffing.

Essential Duties and Responsibilities:

Operational Oversight:

  • Collaborate with the CEO and leadership team to develop and implement strategic initiatives aligning with the company's mission, vision, and long-term goals.
  • Lead the strategic planning process by conducting analysis, identifying opportunities, and defining priorities to drive sustainable growth and competitive advantage.
  • Monitor industry trends, market dynamics, and regulatory developments to anticipate challenges and capitalize on emerging opportunities.
  • Foster a positive, proactive work culture focused on innovation and achieving organizational goals through productive working relationships at all levels.

Strategic Planning:

  • Uphold Home Start's standards, mission, and guiding principles in partnership with the CEO.
  • Implement and lead continuous quality improvement processes across program and service areas to ensure grant/contract compliance and achievement of program goals.

Human Resources:

  • Manage and provide guidance to the Senior Human Resources Manager.
  • Ensure HR activities, including staffing / recruitment, training, development, supervision, and performance evaluations, align with agency policies and legal regulations, including HIPAA.

Communication:

  • Work with the CEO to ensure the agency's vision and mission are fully implemented.
  • Develop systems for collecting and reporting service delivery data to internal and external stakeholders.
  • Keep the Board of Directors and CEO informed about internal organization matters and ensure alignment of board goals with day-to-day management.

Program Support and Project Management:

  • Expand services/programs to new territories and oversee program expansions.
  • Maximize resources and manage multiple projects to completion, ensuring risk mitigation strategies are in place.
  • Represent the agency diplomatically in various forums and serve as a resource person for the Board of Directors and other committees.

Grants and Contract Management:

  • Provide support and oversight to the Director of Programs for managing grant funds and ensuring compliance with grant/contract terms.
  • Facilitate staff in meeting grant deadlines and seeking new grant opportunities.

Fiscal Knowledge:

  • Oversee financial planning, budgeting, and forecasting processes to align with strategic objectives.
  • Monitor financial performance, analyze variances, and collaborate with finance teams to optimize efficiency.
  • Analyze program outcomes and financial statements to comply with goals and objectives and maintain accuracy in reporting.

Education and Work Experience Qualifications:

  • BS/BA in Business Administration or relevant field; MBA or advanced degree preferred.
  • Proven leadership abilities with experience in operational excellence and strategic planning.
  • Excellent communication and problem-solving skills.
  • At least 5 years of experience in senior leadership roles at a non-profit organization and grants administration.
  • Strong understanding of HR, finance, and program management.

Work Environment:

  • Onsite in a professional office environment with occasional travel required.

Position Type/Expected Hours of Work:

  • Exempt position with flexible hours.
