DescriptionI. JOB SPECIFIC DUTIES AND RESPONSIBILITIES: Reporting to the deputy director of Operations, the deputy associate director will serve as the financial officer overseeing budget and financial management for the Supervision & Regulation (S&R) division. The officer has oversight for budget and financial management for the Federal Reserve Supervision function within the Federal Reserve System. The officer is an important member of the S&R leadership team and serves a critical role in the development, prioritization and execution of business strategy and ensuring the financial well-being of the organization. The incumbent will serve as a catalyst for driving business transformation, link strategic objectives with the financial goals of the business and leverage both financial and business data to advance the mission and contribute to strategic and operational decision making. The officer has direct responsibility for the division’s financial planning & procurement, and business intelligence and reporting sections. Duties for this role include the following:1. Engages with senior leadership on strategic and financial planning, risk management, policy, and compliance matters; navigates complex data and provides analytics and predictive scenarios that drive action and decision making; provides an independent perspective to ensure that business decisions are grounded in solid financial criteria. 2. Oversees the development and approval of System Supervision function and division budgets and staffing plans; provides transparent, timely, and relevant information to the division, the Board’s Division of Financial Management and the System Supervision function regarding all financial matters, business processes, and administrative practices.3. Provides executive management oversight for financial planning functions in the division, including business and financial analytics, accounts payable, financial control, travel administration, and procurement.4. Prepares and/or leads analyses and forecasts; designs and reviews operational, accounting, and management reports; proposes new approaches and analyses to meet evolving financial and operational issues. 5. Develops and administers fiscal policies based on sound financial management practices and consistent with effective financial, accounting, and financial stewardship principles.6. Initiates development and use of best-practice policies, standard operating procedures, and tools to ensure strong and well-controlled operations management, cross-team communication, and workflow.7. Acts as a key finance/accounting leader with a strategic mindset that anticipates and plans for the future.8. Acts as both leader and collaborator with the capacity to bring together cross-functional leaders in a way that fosters collaboration and innovation.9. Responsible for the financial management of both long and short-range planning while building scalable systems and processes.10. Performs talent management functions such as hiring, staff development, performance appraisals, and other personnel actions.11. This position will require the successful completion of a Board Tier 4 background investigation.II. KNOWLEDGE/SKILL/EDUCATION REQUIREMENTS: Assistant Director, Financial Management and Business Intelligence1) Degree in Accounting, Finance, Business Administration or a related field or equivalent experience. Advanced degree or equivalent experience preferred. 2) Five or more years of experience in at least one of the following fields: Financial management, financial accounting practices/GAAP, reporting financial techniques and industry trends.3) Three or more years of experience in leading people, including setting strategy, establishing aligned performance expectations, providing clear and actionable feedback, and developing people.4) Experience working in a financial regulator or financial institution preferred.5) Strategic thinker with demonstrated strong project execution and project management capabilities, analytical skills, political savvy, and conflict mediation skills. 6) Demonstrated experience and commitment to fostering collaboration and employee engagement.7) Ability to lead and manage staff and projects effectively, set priorities, assess performance, guide staff development and make budgetary recommendations. 8) Ability to balance competing interests among a variety of clients and readily readjust priorities to respond to pressing and changing client demands. Must be able to anticipate and meet the clients’ needs while maintaining high-quality end products. 9) Exceptional organization savvy and agility as demonstrated by ability to manage across organizational boundaries, building high performing teams, diminishing organizational silos, strengthening teams, and facilitating effective group and team dynamics. 10) Requires the ability to communicate effectively, both orally and in writing, with all levels of staff and management. Deputy Associate Director, Financial Management and Business Intelligence1) Degree in Accounting, Finance, Business Administration Finance, or a related field or equivalent experience. Advanced degree or equivalent experience preferred. 2) Five or more years of experience in at least one of the following fields: Financial management, financial accounting practices/GAAP, reporting financial techniques and industry trends 3) Five or more years of experience in leading people, including setting strategy, establishing aligned performance expectations, providing clear and actionable feedback, and developing people. 4) Three years of officer experience or officer equivalent experience, such as executive leadership responsibility.5) Experience working in a financial regulator or financial institution preferred.6) Strategic thinker with demonstrated strong project execution and project management capabilities, analytical skills, political savvy, and conflict mediation skills. 7) Demonstrated experience and commitment to fostering collaboration and employee engagement.8) Ability to lead and manage staff and projects effectively, set priorities, assess performance, guide staff development and make budgetary recommendations. 9) Ability to balance competing interests among a variety of clients and readily readjust priorities to respond to pressing and changing client demands.
