Activities include directing the activities of one or more crews in the following areas; valve inspection and shutdowns, fire hydrant maintenance and repair and replacement, outfall inspection, shared septic maintenance and repair, sewer cleaning and inspections, leak detection, layout and scheduling water/sewer repairs, customer inquiry and complaint resolution. STARTING SALARY HIRING RANGE: $29.60 - $36.46$61,568 - $75,837CLASS DESCRIPTION: Performs supervisory and advanced level operations service work under general supervision from an administrative or technical superior. Work includes directing the activities of one or more crews of laboring and/or motor equipment operation and repair personnel; driving and operating of heavy motor, construction, and complex mechanical equipment; may direct and participate in the day to day operations of a large size site or sites.
EXAMPLE OF DUTIES

Other related duties may be assigned.This is skilled technical work at the first line supervisory level involving directing the activities of one or more crews of laboring and/or motor equipment personnel.Directs crews in performing water/sewer line maintenance activities.Directs and assists in the daily activities of the Valve Inspection Program, to include involvement in short- and long-term shutdowns of water mains.Directs and assists in the daily activities of the Fire Hydrant Maintenance and Repair and Replacement Program.Directs and assists in the daily activities of the Outfall Inspection Program, to include coordinating with the right-of-way clearing contractor.Directs and assists in the daily activities of the Outfall Clearing Program (in-house right-of-way clearing)Directs crews in performing routine and complex meter maintenance repairs and replacement activities.Performs layout work, coordinates with builders and plumbers, and navigates long-term shutdowns.Participates in general planning and scheduling of ongoing and long-range work activities.Marks locations of water/sewer house connections and mains, in accordance with calls from the Maryland "One Call" Center.Operates M-scope or other radio locating devices when needed to acertain the location of water/sewer linesPerforms emergency response to Shared Septic, to include pump and control panel diagnostics/maintenanceAt times, may direct and assist in the daily activities of the Sewer Maintenance division, to include scheduling and coordinating grid work, routine maintenance shots, emergency response to plugged sewers and SSO's and TV inspections of mains and services.Performs leak detection for water distribution system, including mains and house services.Conducts investigations into customer inquiries and complaints.Operates hydraulic excavator during pipe installation; operates forklift to load and unload heavy materials; manually loads and unloads other materials; operates compressors, trenchers, tamping machines and other such equipment, as needed by work assignment.Performs skilled construction and maintenance work as needed by the unit to which the position is assigned.Reads blueprints and contract maps, lines, and grades when needed to accomplish portions of a construction or maintenance project; demonstrates methods and techniques of such tasks and of general laboring and motor equipment operation activities; trains subordinate crew members in equipment operations, trades practices, and the care and use of tools and materials.Observes instruments while vehicle is in operation; takes routine corrective action if malfunction is noted; inspects vehicles for loose parts, damaged or worn tires or tracts, proper air pressure in tires and other items affecting safe equipment operation; performs routine and preventive maintenance as established by unit.Performs work assigned from work orders; completes job sheets and time sheets. Coordinates and cooperates with other division supervisors on projects for staff, equipment, and supplies.Assists in interviewing personnel and recommends hiring. Enters data into computer database. Processes administrative functions to include SAP, PDQs, and incident reports.Obtains daily work orders; assigns crews for fitting out trucks with necessary supplies and equipment; determines kind and amount of materials needed for daily work assignments.Maintains records of progress of work, work accomplished.Oversees preventative maintenance and repairs of assigned equipment and vehicles.Plans, prepares specifications and recommends equipment and vehicle replacement and/or major maintenance purchases.Performs on-call duties for after-hours emergency response on a rotational basis. This position is considered emergency essential, and, as such, the incumbent may be required to report for regular work shift during inclement weather, or when an emergency situation arises.Directly supervises a number of employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Such responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; accidents and reports; and resolving problems.Enforces safety regulations and procedures. Conducts regular safety meetings with staff and ensures up-to-date training and testing of all employees and equipment.Responsible for identifying and applying good sustainability practices into all aspects of department operations.

A certified Maryland Flagger Card within 6 months of employment.A Confined Space Certification within 6 months, if the job requires.NASCCO PACP, MACP, LACP Certification within 6 months, if the job requiresA valid Class C Driver’s LicenseSuccessful passage of the examination for Water Distribution Operator and Wastewater Collection Class 2 operator's license prior to appointment or at the first available opportunity offered by the Maryland State Board of Waterworks and Waste System Operators. Applicants with appropriate experience and equivalent licensing from another state will be considered for employment but will be required to obtain a statement of reciprocity from the Maryland State Board prior to appointment.
