Information Technology Manager – Full-Time

Hiring Range: $67,662.40- $84,593.60Per Year

Kitsap Mental Health Services is looking for an Information Technology Manager to provide leadership to the IS IT Team. You will plan, coordinate, and manage integrating new or upgraded systems into the existing KMHS network infrastructure, systems, and software throughout the agency. Additionally, you'll ensure the smooth operations of KMHS in alignment with its mission while providing top-notch customer service to both internal and external stakeholders.

Primary Responsibilities:

  • Manage the IT team, overseeing projects such as telephone systems, network systems, desktop equipment, and communications with other systems.
  • Recruit, hire, and develop qualified staff, providing ongoing coaching and conducting performance appraisals.
  • Ensure KMHS compliance with HIPAA/HITECH security requirements and protect electronic personal health information.
  • Implement disaster recovery and backup procedures, information security, and control structures.
  • Enhance system security through policies, procedures, and technologies.
  • Integrate new/updated systems into existing network infrastructure, systems, and software.
  • Evaluate and recommend long-term solutions for systems and software, collaborating with end-users and department managers.
  • Lead the technology team to implement identified improvements across KMHS system operations.
  • Manage compliance with IT-related regulatory requirements.
  • Identify, test, and implement technology needed for new software programs and applications.
  • Ensure new software integrations meet functional requirements and system compliance.
  • Analyze and report on the effectiveness and efficiency of existing systems, developing testing strategies for improvement.
  • Research and make recommendations regarding hardware, software, and protocols.
  • Prepare and oversee the annual budget for agency technical needs.
  • Review and resolve application and software issues within servers, databases, and critical systems.
  • Evaluate integration project results, report findings, and make recommendations.
  • Manage cyber security systems, conduct audits, exercises, and investigations, and maintain response readiness.
  • Maintain an updated inventory of organizational software and system assets.
  • Provide leadership in the absence of the Sr. IS Director.
  • Support and comply with the KMHS affirmative action program.
  • Manage relationships with existing vendors and research new vendors for agency needs.

Minimum Qualifications:

EDUCATION:Bachelor’s Degree in Information Systems, Telecommunications or related area or equivalent experience.

EXPERIENCE:At least 5 years supervisory experience.

At least 3 years IT Management experience.

At least 5 years experience in systems analysis, networking, telecommunications systems, cloud environments, Windows, Windows Server, and/or SQL.

Knowledge of HIPAA/HITECH rules and risk analysis requirements. Knowledge/proficiency using word processors, spreadsheets, and database management products is necessary.Analyze information, assess problems, and reach accurate decisions: good independent judgment and strong interpersonal skills. Organize projects, prioritize work schedules to meet deadlines, and work independently. Excellent oral and written communication skills required.
