Creative Child Care is Hiring a Program Operations Director Near Stockton, CA

Under the direction of the Executive Director of Creative Child Care, Inc., has full supervisory and oversight responsibility for the direct services of education, family services, monitoring and compliance, and facilities in content service areas. The Director of Program Operations assists in the design, development, and supervision of implementing the Agency’s management systems and interdisciplinary service areas per federal, state, and local regulations and mandates. S/He plans, organizes, coordinates, and leads the activities and staff of services in content areas; manages consultative program development and support to ensure children are school-ready and prepared to transition to kindergarten; establishes overall monitoring procedures and minimum expectations; and supports the primary responsibility of agency planning, resource development, monitoring and accountability, and training and technical assistance in program design and management and delivery of interdisciplinary services.

This position requires the ability to work under pressure to meet deadlines and may require excess hours. This position requires traveling to centers as needed, and is expected to perform functions and duties under the guidance of Creative Child Care, Inc.'s core values. This position requires daily use of a copier, telephone, computer, and general office equipment, as needed. This position may require a handcart to transport documents and equipment over 20 pounds (i.e., Laptop, computer, projector, reference manuals, solicitation documents). The incumbent must be committed to maintaining a working environment free from discrimination and sexual harassment. This position requires regular, consistent, predictable attendance, good working habits, and adherence to all agency policies and procedures.

Compensation:

$75,000 - $85,000 DOQ/DOE

Responsibilities:

ESSENTIAL FUNCTIONS and RESPONSIBILITIES

  • Directs the development and revision of policies and procedures that set expectations and timelines for implementing and assessing administration, management systems, and specialized interdisciplinary service areas and implements the Executive Director’s strategic plans through leadership and oversight of program design and development, monitoring, and capacity building.
  • Adhere to Federal, state, and local laws, codes, regulations, and requirements pertaining to Head Start and early childhood development programs.
  • Develop and administer a budget system for department with Executive Director approval.
  • Supervise, manage, and direct multiple and diverse operations of assigned program functions.
  • Support the coordination of functions and activities between departments and community partners.
  • Prepare and analyze complex reports of a general and technical nature.
  • Evaluate data and make recommendations.
  • Ensure quality data for use in planning, evaluating, decision-making, and communicating information and continuous quality improvement.
  • Establish efficient processes for collecting, aggregating, analyzing, and synthesizing data.
  • Train and support staff on how to integrate data management into their day-to-day work.
  • Communicate effectively and persuasively in both oral and written form.
  • Perform program planning and meet goals and objectives.
  • Understand how the data collected in the program fit into the annual planning cycle.
  • Ensure effective delivery of services through the development, implementation, and maintenance of strong systems.
  • Coordinate with management team to regularly assess and improve program administration and fiscal systems within service areas.
  • Understand the relationship between systems, services, and child and family outcomes.
  • Collaborates with partners with various community and social services agencies that will enhance the Agency's ability to effectively work with parents and families.
  • Directs staff activities to improve interdisciplinary services and to effectively work with partners, staff, parents, and families.
  • May oversee special projects related to child services (i.e., inclusive early care and coordination and support for children with exceptional needs)
  • Ensures full utilization of slots at all centers, and coordinates with other directors to create and implement corrective action when the Agency is under-enrolled.
  • Oversees start-up and closeout of centers.

  • Ensures awareness of multicultural workplace issues, enabling employees to work effectively. Multicultural awareness is incorporated into all interactions with children, families, staff, and communities.
  • Leads reciprocal, respectful relationships that emphasize the valuing of the opinions, viewpoints, and interpretations of others and the importance of shared responsibility.
  • Talent Management
  • Use deep program expertise and data.
  • Develop and make presentations at meetings, conferences, and workshops for agency staff and various professional organizations; use multiple delivery modes, including on-site visits, teleconferences, and videos; and be the technical expert for family services issues.

Qualifications:

Required Education and Experience:

Level I:

  • A bachelor's degree with major coursework in business administration, public administration, early childhood education, social services, health administration, or a field closely related to the job requirements of this classification from an institution of higher learning accredited by a regional accreditation association.
  • California Child Development Program Director Permit for education and family services required.
  • Three (3) years of progressively responsible program administration and management experience associated with educational, social services, and/or family development, including at least one (1) year of supervisory or management experience; or previous experience interfacing with data systems, data analytics, data-driven decision-making.
  • Other desirable experience includes Management Information System (MIS) development and implementation and/or applying results-based accountability tools.
  • Obtain and maintain throughout the tenure of employment and renew upon expiration, if applicable, Pediatric CPR and First Aid certifications within ninety (90) days of employment.

Level II:

  • A master’s degree in one of the areas listed above is preferred and may substitute for up to two (2) years of experience but at least one (1) year of supervisory experience.
  • California Child Development Program Director Permit for education and family servicesrequired.


Travel:

Must have dependable, insured transportation and valid California Driver’s License (mileage to be reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required.
