Salary: $ 58,000 annually

This position will require you to live or work in CO, MT, WY, UT, SD, ND, NM

The Compliance Specialist I (CS) is responsible for managing all aspects of compliance for the company’s growing real estate portfolio. Specifically, the oversight of all LIHTC, HOME, HUD, and Housing Choice Vouchers related matters. The CS is responsible for ensuring compliance with all Regulatory Agreements and partnership operating agreements; timely delivery of all monthly, quarterly, annual, and as needed periodic reporting to funding and/or state agencies. The Compliance Manager must be proficient in relative software and be the go-to person for periodic questions/issues that arise from site staff and ensure consistency from project to project. 

Essential Job Functions:

  • Adhere to company policy, procedure manual and Federal Fair Housing regulations. 
  • Monitor state/federal requirements and ensure staff are/stay up to date. 
  • Ensure program rent/income/UA increases/decreases are up to date in RealPage and database/cheat sheets in TEAMS. 
  • Conduct comprehensive reviews to ensure compliance with Regulatory Agreements and partnership operating agreements for LIHTC, HOME, HUD, and Housing Choice Voucher regulations. 
  • Review resident files, lease agreements, and income/asset certifications to verify accuracy and compliance with program requirements. 
  • Document compliance activities, including audit findings, corrective actions, and follow-up procedures. 
  • Provide guidance and support to property management teams on compliance related matters, remotely and in person. 
  • Develop and deliver training programs on affordable housing regulations and compliance requirements. 
  • Stay informed about changes to affordable housing regulations and communicate updates to property management teams. 
  • Implement processes to streamline compliance monitoring and reporting. 
  • Provide timely and accurate reporting to funding and state agencies, staying updated on changing requirements and software updates. 
  • Assist in monthly reporting and tracking of recertifications, owner certifications, and staff queries regarding compliance matters. 
  • Assist in preparing documentation for investor and state agency reviews, with timely audit Responses.
  • Ensure proper maintenance and accessibility of all required documentation for audits and inspections. 
  • Conduct post lease up/pre investor file audits. 

Other Functions/Responsibilities

  • Monthly Procorem/WCMS/Emphasys/COL reporting for all properties 
  • Enforce adherence to company policies and Federal Fair Housing regulations during lease-ups, file auditing, and move-in procedures. 
  • Ensure accurate processing of tenant verifications, compliance paperwork, and lease documents with a focus on accuracy and completeness. 
  • Conduct training sessions and offer ongoing support to new Property Managers, ensuring smooth transitions and adherence to lease projections. 
  • Maintain robust filing systems and software databases, orchestrating timely file audits and uploads. 
  • Organize and assemble unit physical files, securely store files on site. 

Position Preferred Qualifications

  •  Lives or works in CO, MT, WY, UT, SD, ND, NM
  • Fair Housing Certification within the past year 
  • 3 to 5 years’ experience in affordable housing compliance 
  • Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS) Housing Credit Certified Professional (HCCP) or similar certification preferred. 

Position Required Qualifications

  •  High school diploma or equivalent required; advanced Tax Credit compliance understanding preferred. 
  • 3 years in the Affordable Housing Compliance/Property Management field 
  • Strong knowledge of local, state, and federal Fair Housing laws, Landlord/Tenant and employment laws, coupled with excellent organizational and time management skills. 
  • Strong understanding of affordable housing regulations, including Fair Housing laws and income eligibility requirements. 
  • Exceptional attention to detail and accuracy in reviewing documentation and conducting audits. 
  • Proficiency in RealPage software or a commitment to swiftly acquiring expertise. 
  • Ability to make informed decisions under pressure, diplomatically resolve conflicts, and maintain confidentiality.
  • Exceptional customer service skills with effective and professional communication abilities, with the ability to convey complex concepts clearly and concisely to diverse audiences. 
  • Excellent analytical and critical thinking skills, with the ability to interpret complex regulations for real-world scenarios. 
  • Skillful in organization, prioritization, and time management. Able to handle multiple projects simultaneously. 
  • Ability to prioritize, set and meet deadlines. 
  • Flexibility to work a regular schedule with potential overtime, weekend, and holiday commitments, and frequent travel. 
  • Ability to work independently and collaboratively in a demanding environment. 

Working Conditions and Environment

  • Employees must be able to lift and or move, up to 25 pounds. 
  • Stand/walk/sit for extended periods of time. 
  • Climb stairs. 
  • Ability to work well under high-pressure situations. 
  • Ability to work both autonomously and professionally with individuals at all levels of the organization. 
  • Requires flexibility in a dynamic work environment. 

Driving responsibilities require candidates to meet the following minimum driver qualifications: 

  • A valid driver's license and proof of automobile insurance 
  • For the past five years, the candidate's driving record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations 
  • Other licenses may be required depending on State/Local laws and/or property needs
