OverviewAxle is seeking a highly ambitious, adaptable, structured, and detail-oriented Scientific Program Manager to join our vibrant team at the National Institutes of Health (NIH), Office of the Director (OD) (IOD).Technical Requirements:

• Provide high level advisory and consultatory services to the NIAID Office of the Director and the Program Divisions of NIAID for the following activities:
  • Provide insight, expertise and historical institute knowledge to OD and Program which may assist NIAID personnel developing or implementing international programs and activities to advance the scientific mandate of NIAID.
  • Assist OD, OSMO and other NIAID offices on various international engagements and programs.
  • Assist the implementation and integration across the Institute of its international programs and interactions through participation in coordination activities and information provision efforts (i.e., meetings, retreats, workshops, international communication, etc.), working closely with the Office of Global Research and the NIAID Program Divisions which request assistance.
  • Assist OD, OSMO/OGR and the Program Divisions to develop international priorities, program approaches, research opportunities and measures of success, in support of the Institute scientific and international research capacity expansion mandate.
  • Assist with the Institute’s interactions with global health organizations, relevant USG and other government agencies, foreign infectious disease and immunology research entities and other relevant interlocutors that may facilitate the advancement of NIAID priorities and programs.
  • Support other senior level international program and policy activities as requested by NIAID senior leadership.
• Provide senior-level advisory and consultatory support services to help assure NIAID optimizes its engagement with key countries/regions including South Africa, India, Japan, Brazil, West Africa, Middle East and North Africa, and Europe.
  • Provide consultative advice on matters of continuity of vision for bilateral and multilateral NIAID initiatives.
  • Assist NIAID Leadership with high-level interactions and provide foreign policy and operational advice based on long experience in the field of health diplomacy and international relations. o On request, attend and participate in meetings, workshops, negotiations, and other interactions with foreign decision makers and senior scientists to obtain agreement for collaborative activities.
  • Contribute and provide input regarding international projects, plans, recommendations, and implementation efforts to help ensure the goals for enhancing the overall intramural and extramural NIAID research programs are met and supported across the NIH enterprise.
  • On request, assist the program divisions as they engage internationally or seek additional foreign opportunities to pursue priority research.
  • Participate in internal townhall meetings, workshops, focus groups and design thinking sessions.

• Provide high level advisory services on behalf of NIAID on governing entities, committees and working groups that oversee or advise on NIAID global research activities and interests.
  • Review and comment on guidelines, regulations, directives, WHO and UN documents, documents, and materials from State Department, White House and HHS OS that concern issues of importance to NIAID.
  • Assist with review of applications for NIAID bilateral program funding when requested.
  • Other related services as requested.

• Minimum of fifteen (15) years of related experience is required.
• Demonstrates knowledge of broad range of global public health biomedical issues and concerns.
• Experience working with leadership, scientists and public health officials in multiple countries and regions, with an understanding of related cultural factors
• Top-Secret clearance is preferred.
