Thurston County is Hiring an Enterprise Systems Manager Near Thurston, WA

Summary of Duties

Thurston County Information Technology is seeking a highly motivated and qualified individual for the position of Enterprise Systems Manager.
The Enterprise Systems Manager is responsible to ensure the information systems are running at optimal performance to support users on the software applications and desktop applications, resolves problems and researches answers and solutions as needed.


**PLEASE NOTE:
This position has a current end date of December 31, 2024.**
Specific Responsibilities include, but are not limited to:
  • Facilitates and participates in the implementation of information technology or projects including developing project timelines, coordinating deadlines, setting up codes and standards, setting up training schedules and ensuring project's success.
  • Performs systems analysis and provides technical development direction and training as required.
  • Analyzes the cost/benefit of software updates and/or hardware changes and the impacts on other software and equipment; recommends appropriate action to assure cost-effective, efficient and continued computer services. Prepares time and budget reports for assigned projects. Works with Central Services' IT staff and vendors to coordinate testing of software, implementation schedules, and ensure compliance with County policies and standards.
  • Ensures the protection and integrity of the software operating system through the appropriate security measures. Collaboratively work with Central Services' IT staff to ensure appropriate configuration and interface with the County's main computer system to ensure there is no conflict or corruption that jeopardizes the security of the Countywide system.
  • Provides support to users on the use of office/department software applications and desktop applications including answering questions and resolving problems and researching answers and solutions as needed. Resolves inquiries, problems, complaints, or emergencies affecting availability or quality of services.
  • Recommends and monitors organizations standards for information technology hardware and software. Recommends future directions or new IT projects. Manages all aspects of system security, access, including internal and external access, and recovery standards and procedures. Plans and coordinates installation, updates, changes, and enhancement to hardware and software.
  • Serves as a customer service representative working with clients, other agencies, and general public to resolve inquires, problems, complaints or emergencies affecting availability or quality of services. Responds to sensitive, technical, or complex inquiries or service complaints.
  • Manages assigned operations to achieve goals within budgeted funds and available resources. Plans, organizes, and supervises the work of assigned staff. Recommends selection of staff, develops procedures and performance standards, provides training, monitors progress and evaluates employee performance. Reviews progress; directs changes in priorities and schedules as needed to assure work is performed in a timely and efficient manner. Provides for the training and motivation of subordinates in order to make full use of individual capabilities and to meet changing system demands. Works with elected official or appointing authority and Human Resources to address employee and labor relations issues and concerns.
  • Develops, oversees and supervises assigned division's operations which may include files and records management, policies and procedures, contract and grant management, financial management, purchasing and supplies, and customer service activities. Monitors, researches, interprets, and implements administrative and procedural changes in response to legislative law changes. Interprets, applies and integrates administrative and procedural requirements of various local, state and federal agencies as they apply to the department.
Working Conditions
During emergencies or special projects, this position may be required to be called in or work an irregular schedule and cause a temporary change in normal work hours. This includes working on non-business or extended hours on weekends and holidays to check/troubleshoot system outages, attend early morning or evening meetings, and/or be available by phone to answer questions.

Qualifications

  • Bachelor's degree in computer science or closely related field and five years experience with demonstrated progressive responsibility in database management and computer technology combined with at least three years of experience in a supervisory capacity. Previous experience with the functions and processes related directly to the assigned department function is highly desirable.
  • Knowledge of desktop operating systems, available software products related to assigned department; principles of data management, workflow processes and goals, web-based applications and web services, and applicable programming languages; principles of local area network management and basics of data transfer utilities are essential.
  • Depending upon area of assignment, knowledge and experience related to specific department's needs and objectives. Must have a clear knowledge and considerable background of the department served.
  • Knowledge of pertinent local, state and federal laws.
  • Ability to interpret policies and procedures and to analyze complex problems.
  • Ability to prioritize work, meet deadlines, and manage a database.
  • Current Washington State Driver's License or have requested and obtained an appropriate accommodation.
