SIGN-ON Bonus : HACLA is excited to announce that this position qualifies for a one-time sign-on, Non-PERSable Bonus of $4,000.00 for the selected candidate who commences full-time permanent employment with HACLA between January 1, 2024, through June 30, 2024, and have continuous permanent employment with HACLA through the date of payment in December 2024.
SUMMARY: Under general direction this position is responsible to plan, organize, coordinate, implement and evaluate one or more assigned functions or program areas such as digital inclusion & literacy, child care, youth development, fund raising and sponsor identification, community and cultural arts, recreational services, family and senior services, or other assigned functions; conducts administrative studies and analysis to solve problems of budget, organization, program, procedure, employee utilization, capital projects or equipment; service coordination, develops and recommends program guidelines, standards, procedures, policies and protocols; develops schedules, priorities, reports and standards for achieving program goals.
This position will oversee the utilization and programming of the Housing Authority's Computer Labs and other public spaces to be centers for learning, engagement, wellness and positive activity; develop and implement best practice programmatic and capital investments to improve functionality and outcomes; seek out and nurture partnerships with other organizations to leverage resources and bring consistent, meaningful programs and opportunities to residents of public and affordable housing. This position will participate in a team focused on people-based strategies to impact the economic, health and educational trajectories of Housing Authority residents.
PRINICIPAL DUTIES AND RESPONSIBILITIES :
Meets and contacts a wide variety of community partners promoting and implementing programs for Housing Authority clients. Must also assist the staff of Housing Authority in establishing and maintaining program services. Acts as a liaison for the Housing Authority; meets with representatives of various agencies, community groups, and service providers in coordinating services provided to Housing Authority clients, confers with staff on program problems and resolves issues and problems; prepares and reviews reports on the effectiveness of program activities and prepares executive briefings, special and annual reports. Prepares program budget requests; develops Request for Proposals (RFP)/scope of work for procurement of client services; administers contracts with outside service providers; prepare and administer grant proposals. Establish and maintain cooperative working relationships with a variety of individuals, community groups, service providers, sponsors, and agencies; conduct and attend meetings to provide information, enlist support, resolve issues, and plan/coordinate activities. Participate with a variety of Housing Authority committees, study groups, and task forces; attend a variety of meetings including staff and departmental meetings. Participates in collaborative meetings and acts as a liaison to communicate with partners and HACLA. Prepare and make oral and written presentations before Board of Commissioners, committees, community groups, professional groups and other agency bodies to coordinate, improve, and stimulate interest in the program and to secure financial support. May supervise and evaluate the performance of assigned staff; prepare and/or oversee the preparation of training, operational manuals, educational materials and information of assigned program areas; also be able to perform related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES :
Requires knowledge of principles and practices of public and business administration, social services programs, including organization, personnel and fiscal management, and program management; statistical and research methods;; oral and written communication skills; applicable sections of federal, state and local rules, regulations, and laws; technical aspects of assigned functions and program areas; public speaking; budget preparation and administration; and supervision. Knowledge of community outreach and engagement is preferred with experience working with large collaborations and/or contract teams.
Ability to coordinate and perform a variety of complex administrative and staff duties; develop working technical knowledge of a variety of unrelated areas quickly and accurately; work independently with little direction; establish and maintain effective working relations with others; meet schedules and timelines; plan, develop and administer programs; research data and prepare reports; communicate effectively both orally and in writing; work confidentially with discretion; present ideas and concepts persuasively in speaking before groups or writing for publication; interpret, apply and explain laws, codes, regulations, policies, and procedures; analyze situations accurately and adopt effective course of action; supervise assigned staff and work collaboratively in a team environment.
MINIMUM QUALIFICATIONS:
Any combination of education and experience that is equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, social work or a closely related field, and three (3) years of increasingly responsible experience in a professional program administration experience including at least one year in field of assignment.
Special Requirement: Must possess current valid California driver's license.

Candidates will start at step one of an eight step salary range unless there are special exceptions in accordance with agency Personnel Rules.
