Estimated Appointment End Date (Continuous if Blank) Full/Part-Time Full time Job Type Regular Compensation Job Description Field Services Officer- Collections Division Salary- $48,100.00 Tulsa County* GENERAL FUNCTION The Field Service Officer plays a critical role in the Collections Division’s primary assigned goals: the enforcement of state statutes, rules, and the collection of outstanding business tax delinquencies/liabilities. This position will have responsibilities involving the collection of unpaid tax liabilities and outstanding delinquencies for businesses. This may include serving as primary point of contact for businesses in assigned sections of the state, conducting examinations and inspections of various tax records, and serving orders to taxpayers whose licenses or permits are canceled. TYPICAL FUNCTIONS The functions performed by employees in this job family will vary by level, but may include the following: General Examines, investigates, and reviews records, reports, and management practices to ensure legal compliance with state rules and statutes Appropriately addresses internal and external customer issues while respecting business needs Assists with other activities performed by other OTC sections and related tax types within the agency Manages and prioritizes assigned caseload and provides services to taxpayers with little supervision Identifies the most appropriate method to complete tasks and meet deadlines Evaluates relevant data and aspects of situations and make appropriate decisions Reviews applicable laws, regulations, and procedures to provide taxpayers detailed action plans Provides instruction on the completion and filing of various business tax forms Conducts a variety of field visits for business tax compliance identified by OTC Divisions, other state agencies, and the general public May be required to serve as the agency’s witness for court proceedings as it pertains to the validity and collection of outstanding liabilities and delinquencies Assists in projects as assigned This specific position will support the following section of the Collection Division with additional duties that will vary by level, but may include the following: Assistance and Collection Enforcement Team (ACE) This section is responsible for promoting statute and rule enforcement while offering quality taxpayer service, accomplished through in-person field visits and taxpayer education. Conducts routine enforcement survey reviews of business establishments for verification of tax compliance Serves legal documents such as, revocation of business licenses, injunctions, and other legal documents to businesses who are not compliant with state tax laws Conducts on-site verifications of business establishments to determine if it is still operating after license or permit cancellation; refers violations to the Legal Division for further action Educates taxpayers on the provisions of various tax laws, basis of liability, and assists taxpayers with filing state sales tax and remittance of payment through OkTAP Provides reliable and dependable support during team enforcement sweeps Serves as primary point of contact for businesses in assigned sections of the state COMPLEXITY OF KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of Basic accounting methods and principles; business tax laws Office practices and procedures, including record maintenance Business mathematics, spelling, punctuation, and grammar Investigation techniques and methods for conducting research Computer technology principles, terminology, and automated systems Modern office methods and procedures, including computer technology related to accounting systems Skills in Strong interpersonal skills; Active listening; Verbal & written communication Using a computer, applicable software, and data entry ability Strong analytical, problem solving, time management and negotiation skills; Detail-oriented with research and investigative experience Proficient with PC office software, Microsoft Office, desk top tools, and data entry ability; Ability to Use computers in reviewing, analyzing, and calculating tax liabilities Exercise independent judgment and provide prompt service Establish and maintain effective working relationships with others Communicate effectively, both orally and in-writing; utilize de-escalation techniques with difficult or irate taxpayers Maintain a professional demeanor in all situations Effectively multi-task, set priorities and manage time to meet deadlines Inspect records to determine compliance; Determine tax liability Interpret and apply policies, procedures, rules and regulations Maintain a professional, positive manner when talking with taxpayers in-person, over the phone, or by email Construct various types of reports for field planning LEVEL DESCRIPTORS The Field Service job family consists of two levels which are distinguished based on the complexity and diversity of job assignments, the extent of responsibility assigned, and the responsibility assigned for providing leadership to others. The Level I is the entry-level where employees are assigned responsibilities at the full performance level involving business taxes. In this role, they will be responsible for providing a full range of assistance to businesses in completing and filing various tax forms, making detailed explanations concerning the previsions of various tax laws, providing education to businesses, and completing any and all required actions to notify taxpayers of delinquent taxes and secure payment or initiate other actions through the legal process. MINIMUM QUALIFICATIONS Level I Education and Experience requirements at this level consist of A bachelor’s degree in any field, OR an equivalent combination of education and experience PREFERENCE STATEMENT Preference may be given to candidates who are proficient in Microsoft Office programs. SPECIAL REQUIREMENTS This position requires extensive travel. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required. This position requires the employee to be able to lift up to 25 pounds, bend, stoop, climb stairs, walk, and reach on a regular basis. Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require flexibility, including some evenings and/or weekends, based on the needs of the agency. Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
