ATCS PLC is Hiring a Remote Water Resources Engineering Manager

ATCS is seeking an energetic, highly motivated, detail-oriented, self-starter to join our team as a Water Resources Engineering Manager. This role will report out of the Baltimore, MD office location where we provide a hybrid work environment.

The desirable candidate will perform a variety of tasks at the direction of the Baltimore, MD Operations Manager that are involved with roadway and water resources design projects for public and private sector clients in throughout the company using applicable software and standards. The diversity of responsibilities and actual tasks to be done require a highly flexible mindset and cooperative team-oriented attitude to support the rapid growth of the firm. Duties would include project design, task management, client contact, agency contact, and quality control.

Key Role Requirements:

  • Lead technical designer for a variety of water resources transportation projects including stormwater management, drainage design, and erosion and sediment control design
  • Conduct hydrology and hydraulics studies and analysis for culverts, bridges, streams, and other floodplain studies including performing Bridge hydraulic modeling and scour analysis
  • Utilize HEC-RAS to develop 1D and 2D models
  • Utilize ARC-GIS and HEC-HMS to develop hydrologic analysis
  • Direct a small design team
  • Mentor, train, and foster a team-oriented atmosphere among subordinates in the performance of projects
  • Assist in generating scope, schedule, and budget parameters for water resources design
  • Assist in managing the execution of projects with schedule, and budget
  • Use MicroStation and OpenRoads to develop 3D models and construction plans
  • Prepare construction specifications and reports
  • Work under leadership provide innovative design solutions and solve project challenges
  • Communicate with internal and external clients to ensure an effective water resources design development process
  • Work in a team environment between multiple disciplines on a daily basis
  • Perform quality assurance and quality reviews of design plans, specifications, and estimates.
  • Occasionally travel to other offices and project sites as needed
  • Ability to support business development efforts and by assisting in the identification and preparation of technical proposals for future work
  • Manage subconsultants' performance
  • Assist in project closeout
  • Arrange and conduct project field investigations during design or construction
  • Maintain well organized physical and electronic files

Basic Requirements:

  • Bachelor’s Degree Civil/Environmental Engineering from ABET accredited engineering program
  • MD Professional Engineer (PE) with the ability to obtain VA, NC, SC, and PA licenses
  • Minimum 8 years’ experience in Water Resources Design Engineering for transportation engineering projects
  • High competency levels in multiple of the following disciplines including stormwater management design, erosion and sediment control design, watershed assessment, hydrology, hydraulics modeling, GIS, hydraulic design of culverts, inlets, stormdrain pipes, and ditches culvert/bridge hydraulics, bridge scour, Floodplain management, and stream restoration preferred
  • Experience with MDOT SHA, MDTA, VDOT and local municipalities design standards and criteria
  • Knowledge of FEMA or state level flood mapping and floodplain management considered a plus
  • Bridge hydraulic studies, modeling and/or stream restoration design HEC-18, HEC-20, & HEC-23
  • Demonstrate working ability with hydraulic computer design software such as:
    • HEC-RAS 1D& 2D, MicroStation, OpenRoads Designer, Pond Pack, HEC-RAS, GISHydro, HEC-HMS, HydroCAD, WinTR-55, WinTR-20, ArcGIS, and Excel
  • Strong communication and interpersonal skills with the ability to effectively communicate with others
  • Ability to travel as needed
