Description


This position is eligible to work remotely within the state of Texas (subject to change). Must attend meetings/trainings at headquarters in Austin, TX as required by management.

GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs complex (journey-level) analysis of licensing and permitting related issues in support of the Texas Department of Motor Vehicles (TxDMV), Motor Vehicles Division (MVD), Licensing Section. Work involves managing and reviewing complex licensing concerns for applicants or dealers; researching criminal background histories; evaluating and summarizing findings; corresponding with applicants and licensees for more information; and assisting the Lead Background Analyst to plan and coordinate Licensing Committee meetings. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

Interprets and applies Texas statutes and TxDMV Board rules related to ineligibility for a license and MVD fitness rules currently in place.

Conducts research on criminal history or additional background information found on applicants and licensees to determine compliance with licensing requirements.

Contacts police departments as well as district and county clerks to obtain licensee background information. Uses resources such as LexisNexis, PACER, and county websites.

Conducts research of state and federal statutes, regulations and other issues related to licensing program activities.

Serves as point of contact for applicants and licensees regarding action taken by MVD in relation to an application or license’s criminal history or other background information. Provides additional information and technical assistance on licensing program specifics and requirements.

Analyzes and summarizes license eligibility issues both orally and in writing for Licensing Manager/Division Director review and makes recommendations on how licensing applications should proceed. Prepares cases for review by the Licensing Committee and the Enforcement Division.

Assists in coordinating fitness and eligibility review process to include preparation for and scheduling of Licensing Committee meetings.

Refers Licensing Committee approved applications back to the assigned License Specialist. Contacts applicants if their case is denied and provides them with options on how to proceed.

Provides consultative services and technical assistance to staff regarding licensing eligibility issues and the licensing program.

Assists with the implementation of new policies related to escalated eligibility reviews and with the development of policy and procedure manuals.

Assists in the preparation of administrative reports related to the Background Eligibility Review process.

Assists with the development of policy and procedure manuals related to the licensing program.

Assists with training staff on criminal fitness review.

Travels up to 10% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.

Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.

Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of statutes, administrative rules, and agency policies related to the program area.

Skill in the use of a computer and applicable software; skill in customer service and providing accurate, timely information to internal and external customers.

Ability to gather, correlate and analyze information; ability to interpret policies and procedures; ability to communicate effectively.

Qualifications


MINIMUM QUALIFICATIONS

Education and Experience

Education - Graduation from an accredited four-year college or university with major in business, public administration, criminal justice, or related field preferred.

Experience - Minimum three (3) years’ experience in a field related to the agency program, or reviewing/analyzing criminal history data, and one (1) year experience in reviewing eligibility for a licensing or regulatory agency.

Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – If driving is required, must possess a valid driver’s license from your state of residence.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TxDMV, State and Federal regulations, legislation, guidelines, policies, and procedures.

REGISTRATION, CERTIFICATION AND/OR LICENSURE

A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
