FHI 360 designs and implements academic, professional, cultural, and youth exchange programs for students and emerging leaders around the world. The Online Professional English Network (OPEN) Program, funded by the U.S. Department of State Bureau of Educational and Cultural Affairs, Office of English Language Programs (OELP) offers virtual exchange components such as online courses, webinars, and a Community of Practice (CoP) to English as a foreign language educators and other learners that build mutual understanding. Essential Job Functions

The Program Officer reports to the Project Manager for Online Curriculum Development and collaborates with the project management team to plan project activities. In addition to supporting subaward implementation, tracking and closeout, the Program Officer provides backup support for administration of Canvas LMS sites, creating and syncing course shells, and adding users as well as maintaining a course cartridge library. The Program Officer may also assist with alumni training programs, such as coordinating MOOC facilitator training and course assignment. Specific responsibilities include:

Programmatic Administration
  • Supports project management by developing timelines and workplans for RFAs, subaward implementation, and project closeout and preparing subawards for internal review and approval, including writing cost analyses and selection justification.

  • Assist in ensuring document management site is used appropriately by project team.

  • Archives online courses and uploads them to OER repositories.

  • Creates trackers in Google Sheets for monitoring of project deliverables and invoices.

  • Creates and maintains a yearly tracking system for planned subawards.

Business Development and Proposal Management Support
  • Contributes to proposals by performing research or writing specific descriptions or task approach.

Finance Support
  • Reviews partner submitted budgets for accuracy and compliance with program requirements.

  • Compiles pre-award assessment materials; may review and analyze procurement policies, single audits, or other financial, accounting and management data.

  • Tracks deliverables, invoice submission, and payments. Prepares quarterly accruals for submission to department Finance Team.

  • Liaises with internal units including finance, contracts, etc. to support subaward implementation and close-out.

Preferred Qualifications
  • BA required in Education, International Education, International Studies, Economic Development, Finance, Accounting, Research, Technology, or related field required.

  • 4 years of experience supporting projects and/or a technical practice area required, preferably with a program or project involving U.S. university partners. Working knowledge of TESOL concepts a plus, such as experience as an ESL/EFL educator or tutor.

  • Experience working with government contracts required; experience with State Department-funded programs preferred.

  • Experience working in a non-governmental organization (NGO), government agency, or private organization.

  • Strong computer productivity skills required including the use of databases, survey software, word processing software, Microsoft Excel, SharePoint, Box and Google (docs, sheets, forms, etc.) and capability to learn new technology products. Experience with an LMS such as Canvas preferred.

  • Prior experience with Deltek CostPoint or other finance/accounting system strongly preferred.

  • Must be able to read, write and speak fluent English.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Pay Equity and Benefits:

The expectedhiringsalary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

Hiring Salary Range: $60,000 - $80,000
