Program Description:

PHS’ Community Health and Nutrition Access Program helps New York residents obtain free or low-cost health insurance coverage, apply for the Supplemental Nutrition Assistance Program (SNAP, also known as Food Stamps), and through our WIC program, provides nutrition education sessions led by WIC nutritionists on healthy eating and physical activity, breastfeeding support, and eWIC cards to purchase nutritious foods. Our staff members are culturally and linguistically competent and identify with the communities they serve. They help clients navigate through what can be a complicated and confusing application process, step by step. Each year, we help over 22,000 people apply for or renew free or low-cost health insurance coverage, 14,000 people to apply for SNAP, and 35,000 eligible pregnant and nursing women and children up to five years of age to enroll in the New York State WIC (Women Infants and Children) Program.


Position Summary:

Under the general supervision of the Director of Health Insurance Enrollment – Navigators help New York residents obtain free or low-cost health insurance coverage by providing one-on-one assistance with the application process. Navigators provide comprehensive information about health insurance options and help people enroll in public and private health insurance through the New York State of Health – the Official Health Plan Marketplace for New York State.


Duties and Responsibilities:

  • Screen for insurance options and assist in determining initial eligibility for financial assistance in accordance with NYSOH and provide information in a manner that is culturally and linguistically appropriate to the needs of the population
  • Assist with the appropriate health insurance enrollment applications including public insurance - Medicaid, Child Health Plus, Qualified Health Plans (QHPs) and Essential Plan (EP)
  • Provide assistance at renewal and additional information as required
  • Accurately present the benefits included in each insurance program and educate clients about accessing quality ratings for health plans, provider networks, and metal tiers
  • Assist clients with determining eligibility and submitting applications through the use of the Exchange web portal
  • Meet weekly targets of accurately completed applications; follow up with clients regarding the status of their applications as well as resolving problems and answering questions that arise during the coverage period
  • Conduct weekly outreach in her/his respective area
  • Assist the Director and Manager on projects as needed and attend relevant State and Coalition trainings
  • Travel to PHS-sponsored navigator sites as needed
  • Must be willing to transport a company-issued laptop and enrollment materials (via a roller bag) to/from each site (approximately 20 pounds)
  • Handle a high volume of calls
  • Documenting and tracking client applications and submissions on Navigator Database and other tracking sheet as needed
  • Assist with the appropriate health insurance enrollment applications to Aged, Blind and Disabled population in applying for Medicaid coverage
  • Accurately complete and submit application for Aged, Blind and Disabled population thought State approved EDITS system
  • Travel throughout all 5 NYC boroughs as needed

Qualifications and Skills:

  • High School Degree required or 1 year experience with health insurance enrollment, associate degree preferred.
  • Bilingual Required: English and Arabic
  • Customer service experience preferred
  • Possess strong communication skills (listening, written, oral, and public speaking)
  • Dedicated to helping improve the lives of disenfranchised and marginalized communities.
  • Excellent team player with the ability to be flexible and work collaboratively and respectfully.
  • Ability to embrace diversity; Possesses good people and cultural competency skills.
  • Work collaboratively both internally and externally and engage in consensus-based decision making
  • Must be reliable and very organized with strong time management.
  • Must be detail-oriented and able to work independently.
  • Fluent in standard computer operation with good data entry skill
  • Experience working with Medicaid, health insurance navigation, and/or community health programs (preferred)
  • Ability to thrive in a work environment that is respectful, goal-oriented, and focused, and yet is dedicated to achieving work-life balance.
  • Ability to lift and carry 20 lbs.

. Salary: $40,000.00 - $45,000.00.
