The Project Executive, Ambulatory Care Facilities will oversee, direct, plan, track, and evaluate the complex Ambulatory Care related capital program and / or projects including scope, schedule, budget, adherence to Medxcel Construction Policies, Procedures and Design, Engineering & Construction Standards within the Medxcel Construction organization. This position will review and assure compliance with all related building & safety codes, regulations, and accrediting agencies as they apply to the design, construction & facilities operation of Ambulatory Care facilities. This role will serve as the Subject Matter Expert, leader, while assuring adherence to Scope Management, Cost Control, Schedule Assessment, Safety Compliance, Quality Assurance, Contracts, Services and Client Relationship Management for all assigned work. The Project Executive Ambulatory Care must have a minimum of 15 years direct experience in this field, the ability to identify, manage and present technical design and construction issues, identify alternative solutions, communicate to multiple teams at the executive level, make recommendations & implement decisions to complete the work with minimal supervision.

This position is located at Central Office- Indianapolis, IN

Responsibilities

Program Planning and Execution– 40%

  • Develop, manage and communicate program level portfolio plans
  • Collaboratively manage matrixed resources
  • Develop, create and communicate Program portfolio documentation
  • Manage client stakeholders, team members, or contract personnel to create solution(s) and establish associated project scope, schedule, budget(s) that provide for the efficient delivery(ies) within the program portfolio constraints
  • Oversee and be accountable for all aspects of the design, engineering, construction & related licensing process(es) including scope, schedule, budget development, bidding, project approval, quality of work, warranty response, and financial reports(ing) with all related parties
  • Oversees and be accountable for the work of designers & constructors to assure conformity with Medxcel & industry Design Standards, building codes, client / project / work portfolio requirements, schedules, budgets, safety, ADA standards and all other related AHJ requirements for Ambulatory Surgery Centers (ASC’s)
  • Analyzes special circumstances and complex issues that arise, develops, and communicates plans to address unusual or difficult issues
  • Establishes and maintains courteous and cooperative relations with all internal & external parties including clear communications to appropriate parties
  • Ensures safety measures are followed for all related construction, remodeling, or renovation projects

Program Control – 30%

  • Manage Program parameters to ensure the related program and projects are delivered within approved constraints
  • Evaluate all key project deliverables, to ensure traceability of requirements, quality, and acceptance
  • Responsible for formal completion and sign off on all program portfolio deliverables
  • Identify, track, manage, and mitigate risk; escalate issues when necessary to ensure minimal impacts
  • Create Contingency Plans with appropriate input from key stakeholders / team members and implement revised parameters when necessary
  • Develop, manage, reviews and deliver all program related reports; perform guidance, feedback and corrective action.

 

Project Communication – 30%

  • Work with Medxcel / Client matrixed leadership to ensure a thorough understanding of the ASC program portfolio requirements, expectations, deliverables, dependencies, risks, progress, and reporting
  • Exercise sound judgment in all related communication(s), ensuring that all key stakeholders are apprised of program activities in a timely manner
  • Effectively communicate progress, risks, expectations, schedules, milestones and other key metrics to client and team members
  • Develop, manage, and maintain program & project quality, client and team satisfaction, and project success metrics during regularly scheduled and ad hoc program / project portfolio review meetings with related leadership on a frequent basis
  • Develop, manage, and maintain a risk tracking document(s) with associated mitigation plan(s)

Qualifications

Education:

  • Bachelor’s degree in related field, preferably business, architecture, engineering, construction science or healthcare related required 
  • Graduate degree in related field preferred 

License/Certification:

  • Certified Healthcare Constructor (CHC) or Healthcare Construction Certificate (HCC) OR 
  • Certified Associate in Project Management (CAPM) OR
  • Project Management Professional (PMP) OR
  • Related acceptable Professional License/Certification in Healthcare and /or Construction Management
  • License/Certificate as a professional in an Ambulatory Care directly related healthcare or Construction profession preferred 

Experience:

  • At least fifteen years direct experience in the construction field with the ability to identify, manage and present technical design and construction issues, identify alternative solutions, communicate to multiple teams at the executive level, make recommendations & implement decisions to complete the work with minimal supervision required
  • At least ten years’ recent experience in healthcare Ambulatory Care / Surgical Center facilities including applicable building & operating regulations, licensing bodies and operational procedures & practices required
  • At least fifteen years’ recent experience with project management life cycles, project processes, construction, scope development, scheduling, budgets, multidisciplinary coordination, resource management, construction team management, monitoring & coordinating with healthcare related Authorities Having Jurisdiction required
  • Atleast ten years of people management experience in Outpatient Care / Facilities settings required
  • Combination of development, planning, design, construction, licensure, and operation of Ambulatory Surgical Centers at the senior experience level preferred

Competencies

Demonstrated success in the knowledge base, experience, and management of Ambulatory Care / Surgical Center(s) to include:

  • Demonstrated success in the development, design, construction, equipment procurement & installation management and licensure of Ambulatory Care / Surgical facilities
  • Including the provision of related Major, Minor Equipment and FFE
  • In multiple jurisdictions simultaneously
  • Within a complex, heavily matrixed organization
  • In a for-profit format
  • Utilizing strict Design, engineering, construction standards
  • Achieving Total Project Cost and Schedule Goals
  • Demonstrated ability to coordinate efficient assignment & management of matrixed staff within a complex environment and associated portfolio of work
  • Demonstrated ability to work with related matrixed teams to develop scope, schedule, and budget for new projects / work, including executive level presentations and proposals
  • Demonstrated ability to manage & maintain excellent relationships with internal leaders, related client(s), designers, consultants, and construction managers
  • Demonstrated ability to identify, articulate and communicate project/work scope expectations and related project/work strategies
  • Demonstrated ability to lead development of a Program Portfolio Plan with multiple clients
  • Thorough knowledge of project processes that results in successful completion of an Ambulatory Facilities Program portfolio.
  • Ability to develop, maintain & manage relationships and collaborate within a team, internally and externally
