General Description
This is a highly responsible position involving the operation and management of the Citys Solid Waste Division, including oversight of all crew members and the Crew Chief. Work will entail some manual labor when necessary to perform duties. Provide supervision and direction of the Crew Chief and City Sanitation staff, residents, businesses and other agencies for the collection and disposal of special pickup items, residential and commercial waste, recycling, and yard waste throughout the City. Work also involves the supervision and coordination of daily training, safety, and assignment of sanitation personnel and vehicles. This position is performed with considerable independence under the general direction of the Public Works Supervisor or Public Works Director.
This position requires a Florida Commerical Driver's License (CDL) and the selected candidate for hire must complete a pre-employment drug screen, background check, FMCSA Clearinghouse query, and DOT Certification physical exam.
Essential Job Functions
Supervisory Duties:
Plans, coordinates, and directs employees engaged in a wide variety of tasks, related to the function of the Sanitation Division.
Assign duties and examine work for exactness, neatness, and conformance to policies and procedures.
Study and recommend standardization of department policies and procedures to improve efficiency and effectiveness of operations.
Responsible for participating in the selection, placement, promotion, training, development, safety, discipline, and appraisal of personnel.
Maintain harmony among workers and resolve grievances.
Prepare and administer the operating and capital budget for the Sanitation Division.
Make recommendations regarding the planning, organizing, coordinating, supervising, and evaluating of programs, plans, services, and staffing.
Evaluate needs and formulate short- and long-range plans to meet needs in all areas of responsibility.
Maintains and operates the Sanitation Division within the provisions of applicable environmental rules and regulations.
Respond to public and other inquiries relative to services and complaints.
Assist in the training of City personnel in public works systems and techniques. Ensure proper personnel certifications are maintained.
Supervise employees on a day-to-day basis on specific duties.
Set and adjust priorities for the Sanitation Divisions, as required.
Optimize the maintenance and operation practices for the divisions to provide/ensure the most efficient and economical utilization of assets, personnel, and equipment.
Prepare, or direct special studies concerning the Citys infrastructure needs and activities of the divisions under supervision.
Work with design and construction professionals to meet the Citys infrastructure needs. Assist in developing project scope and deliverables to ensure that the Citys objectives are accomplished.
Resolve complaints or problems concerning activities of the division through oral and written reports.
Acts as a positive role model for the division.
Performs related work as required.
Administrative Duties:
Develops monthly route assignments
Gathers and disseminates information to the mechanics when repairs are needed
Maintains inventories of carts and dumpsters and special collection amounts
Tracks and electronically files safety documentation for trainings and inspections
Submits employee timesheets, evaluations, forms, and paperwork
Assists with the development of the operating and capital budget for the Department
Utilizes the Citys Work Order and Asset Management system, as directed by the Public Works Director or Supervisor
Completes various reports and forms as required

Minimum Qualifications, Licenses and Certifications
Must be eighteen years of age or older.
High school graduation or completion of GED
Five (5) years experience in the field of Public Works including experience in all Sanitation operations.
Three (3) of those years in a responsible supervisory/oversite capacity.
An equivalent combination of education, training, and experience.
LICENSES, CERTIFICATIONS OR REGISTRATIONS
Must have a CDL Class B license.
Knowledge, Skills, and Abilities and Environmental Conditions
Knowledge of modern techniques, methods, procedures and practices of providing and maintaining Sanitation Services
Ability to assist with planning, directing, supervising and inspecting maintenance programs for the Sanitation Division.
Ability to plan, assign, instruct, review and evaluate work assignments of personnel.
Ability to assist in the development, preparation and presenting long range plans and programs relating to the area of responsibility.
Ability to schedule work and resources to cost effectively complete assignments.
Ability to set and adjust priorities and to communicate effectively changes.
Ability to teach, mentor, coach and lead teams of various individuals made of varying skill levels.
Ability to use office equipment and software.
Ability to effectively communicate verbally and in writing.
Ability to develop and maintain good people, coaching and leadership skills.
Ability to respond to duty during emergencies that may occur on nights, holidays and weekends.
