**Project Employee Limited Term Position**

**Basic Function**

* Oversees, manages, and executes all work activities associated with plan development, group transit asset management planning, financial administration, program and project management to ensure effective coordination with local transit system service providers that are sub-recipients of Metro FTA grants and related Metro functional units in the successful achievement of Metro group Transit Asset Management (TAM) goals and FTA Group TAM requirements. Manages technical analysis and administration for all assigned projects as well as coordinate the work of other staff on related projects in a major transportation mode or program

**Example Of Duties**

* Coordinates the work of subordinate employees involved with group TAM planning activities and/or programs with multiple local transit services operators/jurisdictions

* Leads and manages the development of an FTA compliant Group TAM Plan which includes asset

* inventories, condition assessments, describes decision support tools, and prioritized list of investments

* Determines eligible participants in the Metro sponsored Group TAM plan

* Compiles TAM performance measure data and coordinates setting of performance targets with sub recipients

* Coordinates Group TAM activities and reporting with the Southern California Association of Governments (SCAG), National Transit Database (NTD) and the FTA

* Coordinates the development of the Group TAM plan with each sub recipient agencys Accountable Executive

* Maintains TAM record keeping and develops annual data and narrative reports for the FTA

* Conducts analysis and makes policy recommendations on state of good repair and transit asset management

* Provides assistance with ETAM department analysis, studies, projects and tasks, which may include condition assessments, financial and database analysis, SQL queries and reporting, spreadsheets, presentations, reports, training, and technical support, as required

* Advises department on budget and funding issues

* Supports funding agreements and grant administration

* Coordinates with Countywide Planning and Finance departments

* Conducts complex planning, implementation, funding, and analytical projects and programs; manages projects and programs

* Participates and promotes the development of programming, planning, strategies, and policy guidelines for transit supportive land use, infrastructure programs, and projects

* Coordinates efforts with other Metro departments and external agencies

* Directs analyses and makes recommendations to address TAM performance targets

* Develops, negotiates, and executes major cooperative and service agreements, Memorandum of Understanding, and interagency funding plans to include scopes of work, financial plans, schedules, and contracts with other agencies and jurisdictions

* Develops, forecasts, and monitors budgets for plans, programs, and projects

* Provides technical support and policy guidance to management on Metro plans, programs, and projects

* Applies, develops, and evaluates analytical, quantitative, and statistical tools and their result

* Represents Metro, provides consultation services, and makes presentations to Metro Service Councils, and local, regional, state, and other agency committees and boards

* Coordinates and disseminates information to various agencies, groups, and departments

* Reviews and evaluates contractor proposals; negotiates award amounts, operating standards, and work projects; ensures productive use of contractors; participates and takes leadership position in regional forums; leads interagency task forces and technical advisory groups

* Participates in regional and statewide transportation forums

* Evaluates proposed legislation for impact on specific plans, programs, and projects

* Evaluates the costs, benefits and risks of alternative funding plans, programs and projects

* Develops and evaluates transportation plans and projects, transit asset plans, rehabilitation and replacement schedules

* Analyzes and manages contractor/consultant contracts and budgets

* Prepares and reviews condition assessment, planning, engineering studies, specifications, guidance and standards

* Supervises, trains, and provides technical assistance to subordinate staff

* Communicates and implements safety rules, policies, and procedures and ensures EEO policies and programs of Metro are carried out

**Required Experience / Skills / Education**

**Requirements For Employment**

* Bachelors degree Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Economics, or other related field

* 5 years of progressively responsible experience in asset management, transit planning, grants management, project management, urban design, transportation system design and research, and travel simulation and demand modeling, transportation finance, operations planning, or other related area

* Masters degree in a related field is desirable

**Preferred Qualifications**

* 5 years of progressively responsible experience in transportation planning, asset management, project management, transportation finance, funds programming, or transit operations planning

* Experience working with officials from other stakeholder transit agencies (i.e. FTA, SCAG, Metrolink, LA County Muni Operators), Local Transit Systems (i.e. Access Services), and Metros Technical Advisory Committees (TAC), Bus Operators Subcommittee (BOS) and Local Transit Systems Subcommittee (LTSS)

* Familiarity and experience with Federal Transit Administration (FTA) grant programs

* American Institute of Certified Planners (AICP) Certification

**Knowledge:**

* Theories, principles, and practices of asset management, grants management, project and program management, transportation and land use planning and regulations, contract, and funding

* Project management

* Applicable local, state, and federal laws, rules, and regulations governing
