BSC is seeking a Permitting Specialist to support our project managers and technical teams with local, state, and federal permitting throughout New England. The position will largely focus on energy projects in Western Massachusetts and Connecticut. Responsibilities will include working with project managers in a multidisciplinary and collaborative environment to develop regulatory approach/strategy, draft applications and petitions, and provide technical review and QA/QC for a variety of projects. Successful candidates should be strong in technical writing, communication skills, and the ability to multitask and prioritize under pressure/aggressive client schedules. Experience with permitting linear energy (i.e. electric, gas) projects is a plus. Some responsibilities are as follows:
The successful applicant will be involved in a wide variety of energy, transportation, and public/private sector projects and will be familiar with environmental laws and regulations and their regulatory mechanisms in various New England states, with a focus on energy projects in Western Massachusetts and Connecticut. Existing relationships with New England regulators, working groups, and related organizations is a plus. Preference will be given to applicants with direct experience with New England state wetlands programs, federal Clean Water Act programs, rare species/Natural Heritage programs, biological and/or cultural resources, planning, and/or socioeconomics, including: MA Wetlands Protection Act, CT NDDB, USACE Section 404, 10 and 408, Section 401 WQC, MEPA, Chapter 91, CZM, NEPA, FERC, EFSB, DPU, CSC, and municipal planning and zoning.
Job Requirements: Bachelor's Degree in Environmental Science/Biology/Ecology, Natural Resources, Environmental Policy/Law, or a J.D. in Environmental Law. Approximately 3 to 5 years of experience in permitting and/or siting is ideal. Excellent written and verbal communication skills including the ability to produce well-written reports and regulatory compliance documents, present at public hearing/public meetings, and provide superior client services and successfully interactions with internal teams.

However, the majority of BSC’s workforce embraces a hybrid model, which allows people to work from home, job sites, and other remote locations, as well as any of our office locations when necessary. While this Permitting Specialist position may require travel to offices or client meetings on occasion, this position can be filled from anywhere in the New England area.
