This Opportunity:

CATALYZE is a $250 million 8-year program, designed tomobilize $2 billion in private capital, especially to underfinanced socialsectors (such as education) and higher risk countries (especially low-incomeand post-conflict countries) around the globe, complemented by a cross-cuttinginclusion of gender-lens investing. CATALYZE serves as a "platform ofplatforms" that provides services to many missions and bureaus that "buy in" totap the CATALYZE investment and pay-for-results project management expertise. Our aim is for investors to explore and findcommercially viable opportunities and approaches to creating jobs, developingsustainable social services, tightening, and rationalizing supply chains, andadvancing inclusive growth - ultimately, reducing the need for developmentinstitutions to provide donor funding.

Palladium is seeking a Senior Associate, MonitoringEvaluation, and Learning (MEL) to support the CATALYZE project. The SeniorAssociate will support EduFinance Activities in Sub-Saharan Africa.

Location and Compensation:

The position is based in Palladium's Washington D.C. office.

For our prospective employees in the United States, please note that the full-time equivalent annual base salary for this position is expected to range from $61,000 to $92,000, and successful candidates may also be eligible for additional, variable incentive compensation dependent on the role. For part-time employees, the salary will be prorated based on the actual number of hours worked.

Please be advised that a final salary offer will be based on various factors, including but not limited to your qualifications, education, experience, skills, seniority, performance, and Palladium's business or organizational needs.

Reporting and Supervision:

The role reports directly to the Senior Technical Advisor,Measurement and Learning. The role will also support the Senior EducationFinance Specialist.

Primary Duties and Responsibilities:

The primary responsibilities of the Senior Associate, MEL, are to:

  • Provide technical guidance to the project team and implementing partners to ensure USAID MEL requirements are met on a timely basis
  • Support in the development, maintenance, and updating of the project's MEL Plan(s), for both ongoing and new buy-ins
  • Guide data collection, data cleaning, management of data, and display of results, based on both quantitative and qualitative inputs, for the execution of the project's MEL Plan(s), for both ongoing and new buy-ins
  • Develop and/or maintain efficient and accurate data collection and analysis systems while ensuring data quality
  • Assist in the implementation, dissemination, and use of evaluations, assessments, and monitoring data in program development, adjustment, or review
  • Produce data visualizations and analyses to support project learning and communications materials for the client, and internal and external stakeholders
  • Contribute to learning through supporting specific analysis, lessons learned, and reports

Provide technical guidance to the project team and implementing partners to ensure project milestones and key objectives are on track, including but not limited to:

  • Review implementing partner produced deliverables and provide feedback or technical guidance as needed.
  • Work with the Senior Education Finance Specialist to identify project performance and/or contract issues to support their timely resolution
  • Contribute to the project's adaptive management
  • Support design and planning of current and potential buy-in activities through research and analysis of data from primary and secondary sources to identify trends, barriers, factors associated with project outcomes, and overall program performance as needed

Desirable Criteria:

  • Relevant professional experience supporting USAID-funded projects
  • Degree in economics, statistics, international development, public policy, or related field with 3 - 5 years relevant work in data analysis and monitoring and evaluation activities, including 2 years of experience supporting a large donor-funded project
  • Familiarity with USAID MEL requirements
  • Proficiency in word processing, database management, statistical analysis, survey, and presentation software
  • A track record of working collaboratively with various stakeholders
  • Strong interpersonal skills to maintain good relations with staff, relevant partners and counterparts
  • Well-organized, strong attention to detail, able to work independently, skilled in handling multiple MEL tasks preserving high quality work, and able to adhere to deadlines
  • Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team
