Port Authority of NY & NJ is Hiring a Staff Business Manager Near New York, NY

Description
Reporting to the Chief of Operations, and under the supervision of the Manager, Business Services, the Staff Business Manager will be responsible for managing a wide range of confidential human resource and administrative functions for the Operations Division, (who maintains staff offices at 2 Mont and 4 WTC), which includes four main areas of expertise.
The incumbent’s responsibilities will include, but not be limited to:
The general supervision of the represented clerical staff assigned to support the Chief of Operations; provide guidance on HR policies and procedures.
Manage administration of all personnel functions including personnel transactions, employee performance, training, tuition assistance, sick leave, absence management, yearend vacation and sick programs, process various leaves according to policy, coordinate quarterly business trip memorandums.
Act as the Department liaison for the Enterprise Vehicle Program, WageWorks, ProCard, SAP and Shred It Programs.
Analyze and report overtime data for the Department, manage consultant/contract staff database, handle on-boarding/off-boarding process and prepare necessary reports; manage office space requests in addition to technology and telecommunication requests, oversee Novell Access for all new hires - PA and consultant/contract staff, assist in the coordination of special events/recognition programs.
Prepare and monitor the divisional budget, prepare vendor invoices using SAP and other related systems and provide guidance to staff on related questions,
Maintain divisional business continuity information; prepare and manage divisional staffing reports through the use of PeopleSoft.
Manage hybrid protocols; special projects as assigned by the respective Operations Managers; assist the Manager, Business Services in the implementation of special projects and/or Agency initiatives.
Some travel to 4 WTC may be required
Qualifications
Candidates must present the following qualifications to be considered eligible for this position:
Must have at least three years administrative experience with increase responsibility at the C22 level or above managing administrative or other business processes, or possess a minimum of 60 college credits from an accredited college or university in Business Administration or related field with a minimum of two years’ experience in a related field
Applicants must meet all performance and attendance standards and have completed all probationary periods at time of appointment to position.

Demonstrated supervisory or managerial experience.
Demonstrated in-depth knowledge of PA policies and procedures related to administration, human resources, budgeting, and PA Board Process
Demonstrated ability to exercise good judgment and discretion in handling confidential information.
Demonstrated knowledge of budget allocation.
Demonstrated ability to communicate effectively, both verbally and in writing, including the ability to produce various staff reports.
Demonstrated ability to prioritize assignments and handle multiple tasks simultaneously.
Demonstrated ability to work independently, organize a demanding workload and manage multiple tasks within tight timeframes.
Demonstrated ability to work effectively with unit heads, employees, and staff at all levels within the Agency and outside organizations.
Detail oriented and possess excellent organization skills.
Strong working knowledge and experience using PeopleSoft, SAP, Microsoft Word, PowerPoint, Excel, Office 365, AVM/VIM, SharePoint and BudgetPro.
