This position is in the District Department of Transportation (DDOT), Project Delivery Administration (PDA), and Planning & Sustainability Division (PSD).
The incumbent provides leadership and direction to staff on a variety of programs and projects including development review, public space permitting, livability studies, Open Streets, and other special projects and programs that activate the right-of-way. Special emphasis is placed on developing and implementing a multi-modal comprehensive approach that combines the needs of public and private stakeholders into coordinated neighborhood transportation policies and plans, consistent with agency strategic goals and objectives.
Duties and Responsibilities
Provides technically authoritative advice and guidance to top-level management and staff on complex, controversial, and sensitive plans and studies. Provides guidance to staff on the analysis of the operational effectiveness of city-wide transportation systems regarding capacity, design, level of service, and safety. Reviews and mitigates the transportation impacts of projects. Develops alternatives for assuring the safe and efficient utilization of the public transportation system within the District. Prepares technical position papers, reports, and policies on issues intended to increase the operational efficiency and safety of the District's transportation system. Oversees the management of small to medium-scale transportation planning and infrastructure investment projects across multiple modes. Prepares scopes of work and oversees projects through contracting and performance periods to ensure high-quality results.
Provides leadership in the coordination and scheduling of meetings related to major plans and studies submitted by Development teams for the private use of public space. Assures that technical transportation planning concepts developed by in-house staff are clear, concise, and comprehensible for use by interested stakeholders. Demonstrates how technical planning policies and conclusions respond extemporaneously to a variety of transportation questions. Personally initiates, performs, or reviews special projects, plans, studies, and programs related to division responsibilities. Supervises the formulation of plans and policies for transportation activities related to transportation programs and projects, and capital project development in the District. Manages and coordinates broad comprehensive studies and projects designed to assure conformance with District and Federal transportation policies and regulations.
Performs other related duties, as assigned.
Qualifications and Education
Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. Required
Applicants must possess at least one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to project planning, management development review, and bicycle and pedestrian planning and analysis, planning, and operation of bicycle sharing, bicycle parking, transportation demand programs, and planning for urban freight movement.
Licenses and Certifications
Must possess and maintain a valid driver's license.
Work Environment
The work is often performed at a desk in an office environment but will also require field and system observation under all applicable safety guidelines and standards.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: (Non-Union): This position is not covered under a collective bargaining unit.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment
