Dept of Employment Services is Hiring a DOES: ASSOCIATE DIRECTOR, ONE STOP CENTER OPERATIONS Near Washington, DC

This position is located in the Office of Workforce Development, Office of One Stop Center Operations, Department of Employment Services. The mission of the office is to plan, develop and administer programs of comprehensive employment, employment related and unemployment compensation services and directly deliver the ftlll array of services to the public. The Incumbent serves as the Associate Director for the Office of One Stop Center Operations (OSCO) and is responsible for managing and coordinating the Implementation of service delivery systems.

The Office of One Stop Center Operations Is comprised of six Employment Service Centers located In various quadrants throughout the city so that services can be conveniently available to city residents within the neighborhoods in which they reside. Also, OSCO operates a Central Claims component where three distinct entities deliver services as they relate to (1) adjudicating Interstate claims for compensation; (2) ascertaining, assembling and verifying payable and receivable charge reports, wage records and combined wages and completing all necessary developmental and examining processes Involving Federal and Veteran Claims; and (3) processing associated with Issuing benefits to eligible claimants.

OSCO represents a significant portion of the agency's activities, with a staffing complement in excess of 200 positions.


POSITION CONTROLS

The incumbent works under the general direction of the Deputy Director, who provides policy direction and broad guidelines for the establishment of program goals and objectives. The incumbent is granted and afforded considerable latitude for the exercise of discretion and individual judgment In the fulfillment of assigned goals and objectives and functions with great Independence, exercising judgment and making declslons pertaining to program operations. The incumbent has the benefit of consultation and discussion In addressing matters involving agency policy and/or established procedures and structures.

Guidelines include appropriate Federal and local laws, titles. regulations, Internal guidellnes, etc., pertaining to the administration of a comprehensive employment service operation and those pertaining to the Unempfoyment Compensation Program, as they related to the conduct of effective programs. Personal work contacts are with Departmental officials, Federal, Regional and District government officials, the employer community and with other Interested groups, organizations, associations, etc,; we well as with applicants utilizing services offered by the agency. The Incumbent is responsible for ensuring that EEO occurs In the program under his/her administration.


MAJOR DUTIES

Oversees the operations of the One Stop Career Centers including centralized unemployment compensation claims development, provisions of employment, unemployment compensation and Workforce Investment Act services to the public. Provides management over staff assigned within the Office of Workforce Development. Plans, organizes and ensures full Implementation of programs designed to provide comprehensive employment services to the public and to provide training Information and referral to all concerned parties. Provides the interpretation of Federal and District policies, standards and guidelines, etc., relating to overall goals and objectives of OSCO. Develops, establishes and reviews operating procedures, policies and standards and ensures adherence by staff.

Cooperates with and coordinates activities and services for District agencies and other organizations, apprising them of employment programs operated by the agency. Asslgn staff and/or arrange appropriate staff coverage for programs or projects involving the delivery of employment and employment related services to the public. Participates in meetings with officials of Federal and District agencies directly or Indirectly concerned with the administration of the Office of Workforce Development or Unemployment Compensation programs.

Directs the planning and provides for the receipt, processing and payment of claims for unemployment compensation, pursuant to District and Federal laws, rules and regulations. Administers systems for assessing qualifications of applicants, developing employability plans, providing counseling services, making appropriate referrals to various resources, inclusive of training opportunities. Administers systems for ensuring full coordination with the State Veterans Employment Representative who promotes special services to veterans. Coordinates referrals to other components within the agency and to oversee the conduct and promotion of recruitment to fiH job vacancies developed by staff or presented by employers.

Manages and controls program budgets: assembles budgetary, statistical, staff year and other type data and information necessary for the planning, preparation, review, evaluation and reporting of employment and unemployment compensation services/activities.

Works closely with the Associate Directors for Unemployment Compensation and Employer Services in addressing and resolving issues and in monitoring work activities to ensure that activities and services are integrated into delivery systems In accordance with operational and organizational objectives. Works closely with community groups, other social and business groups and area employers in an effort to strengthen the agency's image In the area of availing efficient and effective public employment programs, activities and services within the District.

Provides direct supervision and guidance to eight Center Managers who are charged with directing all processes involving the delivery of a comprehensive array of employment and unemployment compensation seivices. Provides services to applicants and employers and to the managers who are responsible for developing, processing, examining and adjudicating claims for compensation within a centralized location.

Provides a full range of technical and administrative supervision to subordinate supervisors and employees in OSCO, consisting of more than 200 persons assigned to execute duties and responsibilities within the clerical, paraprofessional, technical and professional areas. Makes decisions on major work problems presented by subordinate supervisors. Evaluates supervisors and reviews the evaluations made by subordinate supervisors, as necessary. Interviews candidates for all supervisory positions within the Office of One Stop Center Operations and makes selections. Hears group grievances and serious individual complaints. Reviews serious disciplinary cases and problems Involving key employees. ldentifies,i:tOQ provides for training needs of supervisory staff.

In the absence of the Deputy Director, may be designated to be responsible for operations with the entire Workforce Development component, to Include serving as an adviser to the Director.

Performs other related duties as assigned.


OTHER SIGNIFICANT FACTS

Incumbent must have demonstrated skill using automated systems to provide Workforce development services.

EDUCATION AND EXPERIENCE: Individuals must possess one (1) year of specialized experience equivalent to at least the grade 14 level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position such as performing comprehensive employment and workforce development program services, establishing operating procedures, policies and standards, unemployment claims compensation, and Veterans Employment Services. Manages and controls program budget, statistics and data, along with integrated delivery systems.
