Position Summary:

MTNT is seeking a Program Manager (PM). The Program Manager assists in the development and coordination of programs to increase operational efficiencies and achieve business objectives. The candidate will Identify potential opportunities, develop capture strategies and manage timelines to assist in meeting revenue targets.

Essential Functions:

  • Ensure compliance with Government and program guidelines, regulations, policies, and standards
  • Assist with day-to-day operations of the program(s)
  • Develop new programs to support the strategic direction of the company
  • Collaborate with staff to ensure successful business operations
  • Ensure program goals are met in areas including customer satisfaction, safety, quality, and team member performance
  • Write program funding proposals to guarantee uninterrupted delivery of services
  • Assist with the supervision and tasking of subordinate staff
  • Develop and track key program indicators and metrics
  • Manage workflows across multiple clients and multiple deliverables
  • Produce accurate and timely reporting of program status throughout its lifecycle
  • Optimize workflow processes using industry best practices and tools
  • Coordinate, synchronize, and manage multiple priorities, and timelines, to achieve corporate objectives
  • Develop an evaluation method to assess program strengths and identify areas for improvement
  • Manage project scope, schedules, budgets, resources, materials, and deliverables
  • Assist with financial duties such as reviewing labor and costs, establishing, and managing project set ups and ensuring accurate financial reporting
  • Assist General Manager to enforce corporate policies and preserve corporate culture
  • Assist General Manager in hiring, training, and terminations
  • Perform market analysis, identify potential business opportunities, develop, and execute capture plans, and monitor competitor activity for each capture
  • Analyze company capabilities to customer requirements to drive the corporation win strategy for an opportunity
  • Identify potential risks early and develop risk mitigation strategies
  • Increase the value of current customers while attracting new ones
  • Assemble and lead capture team to ensure weekly progress on all capture activities
  • Provide capture plans and gate reviews for approval
  • Provide progress status updates
  • Coordinate and direct various business functions through the capture process
  • Conduct research to determine the best price and the best slate of services for the proposal/bid
  • Plan and implement approaches for collecting, interpreting, and disseminating information required to develop and make informed recommendations on assigned capture opportunities
  • Develop, manage, and execute comprehensive and thorough capture plans following Shipley Capture Management best practices
  • Coordinate capture efforts with proposal team, pricing, human resources, contracting and other departments
  • Present opportunities at gate reviews, participate in technical, management, pricing strategy development and reviews
  • Evaluate proposal readiness activities to ensure a seamless transition to proposal management operations
  • Research and identify potential teaming partners
  • Recruit subcontractors to help the company successfully propose/bid on projects

Qualifications:

  • Bachelor’s degree or master’s degree in business or related field
  • Three (3) years’ experience in program management
  • Five (5) years’ experience leading capture efforts in support of federal competitive procurement of successful capture experience, demonstrating ability to win new business opportunities
  • Experience managing and writing proposals
  • Experience with federal government contracts
  • General knowledge of the fundamentals and operations of accounting and finance
  • Excellent verbal and written communication skills for interfacing with military and civilian personnel
  • Proficiency in the use of Microsoft Office
  • Possess and maintain a valid State Driver’s License
  • Active Secret clearance required; Top Secret preferred
  • Experience with the Department of Defense preferred
  • Experience with Alaska Native Corporations preferred
