EDF Renewables North America is Hiring a Senior Offshore Project Manager - Foundation [Hybrid] Near Camden, NJ

Scope of Position:

EDF Renewables North America is a market-leading independent power producer and service provider with over 35 years of experience. We deliver grid-scale power: wind (onshore and offshore), solar photovoltaic, and storage projects; distribution-scale power: solar and storage; asset optimization: technical, operational, and commercial expertise to maximize the performance of generating projects, and onsite solutions, through the Companys PowerFlex affiliate, offering a full suite of onsite energy solutions for commercial and industrial customers: solar, storage, EV charging, energy management systems, and microgrids.

The Senior Offshore Project Manager Foundation // Foundation Package Manager is responsible for the planning and strategy of the Atlantic Shores Offshore Wind Farm wind turbine substructure (Foundation Package). The Manager will manage the schedule, budget, scope, quality, risk, interfaces, safety and resources within the package.

During the front-end planning and strategy (prior to offtake award), the Manager is responsible for:

  • collaborating with the front-end foundation team to ensure the evaluation, comparison, and selection of technologies, project designs, installation methods, and O&M strategy leads to a competitive concept basis for the anticipated offtake;
  • interfacing with the development team to ensure planning for the project execute phase activities complies with the COP permit submittal and will produce deliverables for review by verification and government agencies at the appropriate time;
  • supporting the commercial team with supplier qualification and selection, cost definition and local content evaluation resulting in successful bids.

During execute phase, post offtake award, the Manager is responsible for:

  • ensuring HSSE is proactively planned and managed;
  • identifying risks and mitigations and actively managing risks within the Foundation Package and across interfaces;
  • developing Foundation Package contracting strategy, tender documentation and coordinating tender activities that lead to selection and contract awards for package suppliers;
  • ensuring that the commercial and legal negotiations establish competitive and bankable terms;
  • administering the contracts post notice-to-proceed and fulling owning the budget, schedule and scope compliance;
  • ensuring fabrication worksites are properly staffed to provide HSSE, Quality, and technical support.
Responsibilities:

Resource Management:

  • Communicate resource needs and timing to Project Leadership and HR to ensure resources are recruited in alignment and work requirements of the package;
  • Ensure that the individual project members possess the competences and experience to perform their job effectively and supply relevant training if required. Ensure that the members of the workstream groups are given the necessary basic knowledge (area of responsibility, hourly budget, quality requirements, time schedule, etc.) and have the necessary tools, procedures, and project material from similar projects available that enables them to do their work;
  • Responsible for good team cooperation and a high spirit. Collaborate with HR and respond to changes within team resources throughout Foundation Package timeline.

Substructure Design:

  • Lead the design team and ensure that the design is carried out in compliance with the company best practice, cross portfolio strategy, good industry practices, applicable codes and standards;
  • Responsible for the execution of early engineering and Detailed Design of the substructure and associated design interfaces;
  • Develop design basis and ensure ability to obtain certification of the substructure.

Implementation Management:

  • Scope Management: Collect requirements, define scope and define work-breakdown-structure for the Foundation Package;
  • Time Management: Manage time schedules, including key milestones. Detailed planning of activities and develop schedule. Continuously ensure that work is progressing in accordance with schedule;
  • Cost Management: Document CAPEX and OPEX budget. Continuous control of budget and reporting to Project Controls/Services Team;
  • Risk Management: Ensure HAZID/HAZOP and risk assessments are carried out to identify risk and mitigation actions are planned accordingly;
  • Procurement: Support preparation & evaluation of tenders, contract negotiations/signing, etc., in cooperation with the Project Commercial and Procurement Team;
  • Contract Management: Manage supplier adherence to contract terms and scope;
  • HSSE: Work with HSSE Manager, Site Managers, employees and contractors to perform work within safety management plan, proactively contribute to updating the safety management plan as required;
  • Quality management: Works with the Quality Manager to develop quality management plan (QM-plan) for components. Ensure that both team members and contractors comply with the QM-plan and ensure that specifications are met both on products and processes. Collect lessons learnt and ensure implementation of department best practices and company standards. Review of key deliveries from subcontractors. Ensure that expert knowledge and peer reviews are used to the extent necessary. Ensure compliance with internal quality standards for project execution.

Supervision of Others:

No direct reports within EDFR; Manages Atlantic Shores Foundation Package team members and contracted consultants.

Qualifications:
  • Bachelors Degree in Civil Engineering, Naval Architecture or similar. Masters Degree or other advanced degree (JD) desired.
  • Recommended 10 years of relevant work experience within wind and/or offshore sectors, 15-years preferred.
  • PMP Certification strongly preferred.

Skills/Knowledge/Abilities:

  • Broad knowledge of the abilities of US and European contractors in offshore wind.
  • Knowledge of cost control philosophy and methodologies, estimating, change management, and document controls procedures required.
  • Advanced knowledge of MS Project application, Visio, Word, Excel, SharePoint and PowerPoint.
  • Extensive experience with budgets, scheduling and risk evaluation is a plus.
  • Demonstrated ability to manage multiple prime and subcontractor RFPs and relationships simultaneously.
  • Demonstrated ability to manage multiple people from all types of fields of expertise.
  • Outstanding interpersonal oral and written communication skills required.
  • Outstanding presentation skills.
  • Ability to work in a multi-cultural context.
  • High energy, self-motivated, client focused individual.
  • Good analytical skills.
  • Creative and innovative.

Physical Requirements:

Ability to travel every month to an Atlantic Shores or parent office, fabrication sites, installation vessels and vendor offices for 3-5 days at a time.

Working Conditions:

75% of time is spent in the office environment, utilizing computers (frequent use of various Microsoft software/programs), phones, and general office equipment. 25% of time is spent outside of the office visiting work sites, subcontractors and other project stakeholders. At least monthly travel to project site(s) is required.

Personal protective equipment required. Possible requirement for offshore survival training and other safety training.

This roles annual base salary range is between $148,000 and $247,000.
