EXPERIENCE AND QUALIFICATIONS

Minimum Qualifications

Candidates must have the following minimum qualifications

1. Program Manager with a law degree is preferred.
2. Managing multiple program manager projects for a state insurance department; and
3. Evidencing the offeror s success in managing past program manager projects
4. The Candidate must have and keep current any professional licenses and permits required by federal, state, and local laws for performance of this contract.

Roles & Responsibilities:

1. Innovative Redesign of Property and Casualty Insurance Regulations RFP;

2. Establishment of a Regulatory Framework for Multi-State Captive Insurance Marketplace RFP;

3. Incentivization for Technology Companies and Establishing a Global Insurance Hub for Autonomous Vehicles RFP; and

4. Implementation of State Building Code Supervisor and Alignment with IBHS Building Code Standards RFP.

5. Manages and oversees the comprehensive reform initiative, guaranteeing that every facet of the project is in strict alignment with the established objectives, within the set timelines, and does not exceed the allocated budget. This objective underscores the commitment to fiscal responsibility, efficiency, and effectiveness in achieving the desired outcomes.

6. Recognizes the complexity of the insurance reform project, this objective aims to leverage the knowledge and skills of external experts in fields such as legal, regulatory, and technical areas. This approach will ensure that the project benefits from high-level expertise, thereby enhancing the quality and impact of the deliverables.

7. Understands the Project Manager must be and remain independent of and without conflict of interest to any of the subsequent RFPs STATE intends to issue. Therefore, the STATE is requesting all vendors to identify their potential conflicts of interests in their proposals submitted to STATE.
