Duties

Incumbent typical work assignments may include the following:

  • Serves as the Transportation Specialist for OMC-CA in the National Capital Region, with periodic CONUS and OCONUS travel, to ensure efficient, responsive, and quality transportation services and ensures compliance with governing laws, directives, and regulations.
  • Assists the Branch Chief with planning, directing, coordinating, managing, and reviewing all actions concerned with providing transportation logistics support for the mission of OMC.
  • Assists in the formulation of policies, analyzes, and recommends new methods of application or changes to existing policies; helps develop transportation and maintenance operations principles, concepts, techniques, procedures, and participates in related studies.
  • Participates in developing or analyzing the procedures, steps, methods, and processes involved in the administrative, operational, and organizational concepts being considered, evaluates not only in the terms their operational features but also in the administrative support system, and their responsiveness to the needs of supported activities.
  • Provides program oversight to ensure timely operational support and integration of new or changing transportation logistics and to develop methods and techniques required for program execution.

The Transportation Specialist Series, 2101, has an Individual Occupational Requirement (IOR) that must be met in addition to the specialized experience.

Basic Requirement:

Education:
Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR

Experience:
Specialized experience that demonstrates knowledge of the transportation function(s) of the position to be filled (personal property, freight, passenger travel, and/or fleet management).
AND
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in:
  • Managing transportation services in one or more of the major transportation functions such as personal property, freight, passenger travel, and/or fleet management for an organization/company;
  • Analyzing quality data to detect unsatisfactory trends or conditions in the transportation quality control system; And
  • Assisting in developing policies and procedures for transportation and maintenance programs to meet compliance with governing directives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
