Essential Functions:

To perform this position successfully, an individual must be able to perform each essential function

of the position satisfactorily. The requirements listed in this document are representative of the knowledge, skill, and/or ability required.

Incumbent serves as Real Estate Deputy for Penn Township Assessor, responsible for assisting the public, performing data entry, and assembling data for property valuation.

Duties:

Assists the public, title companies, and other governmental offices by phone and in person by answering questions, providing information, and explaining Department processes.

Performs assessments for real property and mobile homes.

Assembles basic data for valuation purposes for use by appraisers or supervisors for appraisal purposes.

Evaluates sales data and computes neighborhood market factors for State required ratio study, including using sales data to assist County on land values and issues.

Assists Penn Township Assessor and Appeals Coordinator, including updating appeal information, performing research to support appeal findings using market regression software, and entering appeal findings into computer.

Assists other Departments as needed, including assisting Auditor’s Office with legal and plat issues and Treasurer’s Office with problem solving for mobile homes.

Enters, retrieves, and updates data in computer databases, including entering new plats and land split information.

Performs procedures to open and close front counter.

Records factual data and comments on appraisal and assessment forms.

Assists in enforcing and implementing policies and procedures set by Penn Township Assessor.

Assists with and prepares various reports and maintains accurate records and files.

Assists with various clerical duties in the office, including filing and retrieving documents and maps.

Performs duties of other Penn Township Assessor positions and serves as backup as needed or as required by their absence.

Attends training, continuing education, and conferences, as required.

Performs related duties as assigned.

Job Requirements and Difficulty of Work:

Possession of or ability to obtain Level I and Level II Assessor/Appraiser Certification within 1 year of employment.

Ability to complete 30 hours of continuing education every two years.

Ability to meet all hiring requirements, including passage of a drug test.

Practical knowledge of Department policies and procedures, and applicable local and state rules and regulations, with the ability to apply such knowledge to a variety of interrelated processes, tasks, and operations related to real property appraisals and assessments.

Working knowledge of standard filing systems and ability to create and maintain accurate and organized files and records.

Working knowledge and experience with standard office procedures and computer software and systems used by the Department, including word processing, spreadsheets, and email.

Working knowledge of standard English grammar, spelling, and punctuation and ability to prepare documents and reports as required.

Ability to properly operate various office equipment, including computer, calculator, fax machine, scanner, copier, and telephone.

Ability to file, post, and mail materials, copy data from one document to another, and interview to obtain information.

Ability to read and interpret detailed prints, sketches, maps, and property descriptions.

Ability to effectively communicate orally and in writing with co-workers, other County departments, taxpayers, appraisers, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to provide public assess to, or maintain confidentiality of, Department information and records according to state requirements.

Ability to comply with employer and Department policies and work rules, including, but not limited to,

attendance, safety, drug-free workplace, and personal contact.

Ability to understand, memorize, retain, and carry out written and oral instructions and present findings in oral or written form.

Ability to plan and layout assigned projects.

Ability to apply knowledge of people and locations.

Ability to compile, collate, or classify data, analyze, evaluate, observe, diagnose, investigate, coordinate, make determinations, and act based on data analysis.

Ability to discover facts or develop concepts or interpretations.

Ability to count and make simple arithmetic additions and subtractions.

Ability to work alone with minimum supervision and with others in a team environment, work rapidly for long periods, on several tasks at the same time, often under time pressure.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Possession of a valid driver's license and demonstrated safe driving record.

Responsibility:

Incumbent performs duties with indirect or occasional supervision and with priorities primarily determined by service needs of the public and seasonal deadlines. Assignments are guided by definite objectives using a variety of methods or procedures. Incumbent plans and arranges own work and only refers to supervisor for unusual matters. Decisions are always determined by specific instructions or existing, well-established policies and procedures. Errors in work are usually detected or prevented through standard bookkeeping checks and notifications from other departments, companies, agencies, and/or the public. Undetected errors could result in loss of time to correct error and inconvenience to other agencies or the public.

Personal Work Relationships:

Incumbent maintains frequent contact with co-workers, other County departments, taxpayers, appraisers, and the public for the purpose of giving and receiving information.

Incumbent reports directly to the Chief Deputy Assessor.

Physical Effort and Work Environment:

Incumbent performs duties in a standard office environment, involving sitting/walking at will, sitting for long periods, lifting/carrying objects weighing up to 25 pounds, bending, reaching, keyboarding, speaking clearly, handling/grasping objects, and hearing sounds/communication. Incumbent may be exposed to potentially irate/hostile persons.

Incumbent is occasionally required to work extended hours and evenings and travel out of town for continuing education, sometimes overnight.
