Job Description
Job Overview:
Responsible for the delivery of project objectives on-time and on-budget with high quality; manage projects of small to mid-size complexity.
Essential Functions:

•Deliver project objectives on-time and on-budget with high quality;
•Define business drivers/imperatives, project components, objectives, deliverables, timeline, and milestones;
•Oversee project execution, identify and mitigate risks and issues;
•Manage project resources and project budget;
•Track project milestones and deliverables;
•Develop and deliver progress reports, proposals, requirements documentation, and presentations;
•Lead project teams; guide and support project team members to successful project completion;
•Use standard project management process and disciplines to plan and manage all tasks, both business and technically focused;
•Ensure Systems Development Lifecycle processes are adhered to for projects with technical components;
•Establish post implementation measures, procedures, and support structures;
•Develop and maintain project communications; provide status reporting and management updates;
•Participate in cross project portfolio management, resource allocation and planning; provide data and reporting to support PMO;
•Develop project estimates, timelines, resource requirements, and critical milestones, risks and dependencies for project prioritization;
•Fully support the Clerk's Quality Policy and standards of Performance Excellence by delivery of exemplary services to both internal and external customers; provide the utmost in customer service efficiently, effectively, and expeditiously.
•Continuously strive to instill Performance Excellence in all functions within the Division through teamwork, customer feedback, and process-based management;
•Foster a productive work environment which elicits the utmost from co-workers and subordinates and promotes a process of continual improvement in both quality and productivity throughout the organization;
•Communicate with management, co-workers, staff, and the general public in a courteous and professional manner;
•Conform with and abide by all regulations, policies, work procedures and instructions;
•Act, dress, and behave in a professional manner to reflect a positive image of the court;
•Perform other functions, duties and conduct special projects and/or research as assigned.
Job Requirements
Minimum Qualifications Required:
•Bachelor's Degree in Management Information Technology, Engineering, Business Management, or related field of study with four (4) years qualified experience or, Associate's Degree in the same required disciplines with six (6) years of qualified experience (see below);
•Two (2) years of experience in Business Analysis and Project Management, Industrial Engineering, or Product Management or, demonstrated competencies, knowledge and skillset through achieved results in a shorter timeline;
•Qualified experience includes work in project management, major field experience, project estimating, project controls, project engineering, and/or comparable internal or external experience in a competitive production environment;
•Experience must exhibit progressively increasing project management and business acumen and responsibility for most of the PMI PMBOK knowledge areas;
•Demonstrated preparedness for journey level PM knowledge capability in areas of negotiations, scope development and control, cost estimating, construction contracting, project controls and reporting, quality control, risk management, etc.
Preferred Qualifications:
•Scaled Agile Framework (SAFe), Agile Certified Professional IIBA®-AAC, or Project Management Institute certification;
Technical Requirements:
•Proficiency in requirements gathering and analysis to determine impacts on current business processes and development of business cases to support business decision making;
•Proficiency working with a personal computer in Windows environment and utilizing word processing (MS Word, Excel, Power Point, Outlook, Visio, Teams, and Power BI), Test management tools and MS Project (or equivalent).
•Working knowledge of agile project management software tools like TFS, DevOps, Jira, Trello, Slack, etc.;
•Working knowledge of documenting requirements through user stories, using cases and other methods while capturing appropriate "definition of done" and acceptance criteria for the consumption of project and/or technical staff to execute;
•Familiarity with Scaled Agile Framework (SAFe), Agile Certified Professional IIBA®-AAC, or Project Management Institute Methodology and/or frameworks;
•Knowledge of one or more key Court applications - Odyssey, Electronic Case Filing (ECF), MUNIS;
•Ability to:
o Effectively translate business requirements into functional requirements for business and technology projects;
o Produce project documentation, including charters, scope documents, test plans;
o Plan, manage and implement product releases with the business and with Technology;
o Work through all phases of the project development life cycle;
o Develop and execute technical project plans;
o Perform financial analysis and cost benefit analysis;
o Use waterfall and agile methodologies, including SCRUM;
o Working knowledge of key technologies - document management, imaging, test management tools, web/SharePoint, test automation, payment processing, security and privacy management;
o Facilitate and contribute to analysis of regulatory requirements to determine technology impacts - PCI, SOX, legislative and judicial;
o Use process improvement methodologies, lean, six sigma;
o Serve as liaison for technology and business;
o Display practical knowledge in implementation and integration of vendor developed applications;
o Think strategically as it relates between information technology and business units;
o Work and produce deliverables under tight deadlines;
o Be a team player who enjoys working with others in an effective and cooperative manner;
o Exhibit excellent written and oral communication skills;
o Make sound, independent judgments and possess problem solving skills;
o Demonstrate strong customer service skills;
o Effectively communicate technical ideas, solutions, and proposals to a diverse group of individuals;
o Use standard office equipment (computer, fax, telephone, copier, etc.);
o Travel to all work locations including outlying branches.
Working Conditions:
This job is eligible for Hybrid Remote and Flexible Work Schedule.

This is a Safety and Security Sensitive Position in which a drug impairment constitutes an immediate and direct threat to public health, safety, or security, requiring a high degree of public trust in protecting court records and individual PII (Personally Identifiable Information). The Orange County Clerk of Courts Safety and Security Sensitive Positions requires the employee to perform one or more of the following:
•Work with confidential customer and/or employee information;
•Access our Case Management System "Odyssey" that contains PII (personally identifiable information);
•Access our "Munis System" that contains our banking accounts information, financial information, and PII (personally identifiable information);
•Access to Court Evidence that includes but is not limited to (controlled substances, criminal investigation documents, weapons, and other like items);
•Access to the juvenile facility;
•Handle cash and other forms of payment such as credit cards;
•Set up differed payments for customers;
•Be sworn to "Oath by the Clerk";
•Operate heavy equipment such as a forklift and scissor lift;
•Operate company vehicle.
