Newport News Nuclear BWXT Los Alamos (N3B) manages the 10-year, $2.1 billion Los Alamos Legacy Cleanup Contract for the U.S. Department of Energy, Office of Environmental Management, Los Alamos Field Office.

N3B is a limited liability company owned by Huntington Ingalls Industries (HII) Nuclear and BWX Technologies, joined by our critical subcontractors Longenecker and Associates and Tech2 Solutions.

N3B brings operational discipline, proven approaches and predictable results to the Los Alamos Legacy Cleanup Contract.

Position Location:

This position is located in Los Alamos, New Mexico.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

Position Summary:

N3B is seeking a Director, Facility Operations 5 within the Environmental Remediation Program with excellent communication skills, a professional manner, and multi-tasking ability to join N3B’s Environmental Remediation team.

The successful candidate’s responsibilities will include managing and maintaining safe, secure, and compliant work environments at Technical Area 21, enabling efficient and effective mission execution. The Director, Facility Operations 5 position provides management oversight and compliance for programmatic operations within the nuclear facility. The FOD ensures compliant planning and execution of characterization, remediation, D&D, waste management and facility maintenance activities.

Essential Duties/Responsibilities (include, but are not limited to):

This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

  • In-depth understanding of, and experience in applying a graded approach in operating Nuclear and non-nuclear facilities.
  • In-depth understanding of work hazards, safety practices, operating configuration, lock-out/tag­ out and facility policies and procedures.
  • In-depth knowledge and experience conducting critiques, root cause analysis, and lessons learned.
  • In-depth knowledge of government regulations affecting operations and /or packaging and transportation management.
  • Must have excellent written/oral communication skills to include the preparation of reports/presentations/memos.
  • Experience in planning and oversight of large programs in the operations area (i.e. facility remediation, D&D, waste operations, health and safety, radiation protection, infrastructure, facilities and construction, performance, project management, risk reduction & environmental stewardship and security and safeguards.
  • Demonstrated experience in developing, implementing, integrating, and managing customer service organizations.
  • A strong record of demonstrating the following leadership characteristics: personal integrity and accountability, fiduciary responsibility, commitment to teamwork/ quality and excellence in programs and operations, commitment to workforce diversity.
  • Experience in management of nuclear and non-nuclear facilities.

Minimum Qualifications (Knowledge, Skills, Abilities):

  • In-depth knowledge of N3B’s organizational structure and objectives.
  • Advanced knowledge of and working familiarity with nuclear facility operations including: authorization basis, safety basis, criticality safety, and regulatory compliance issues.
  • Advanced knowledge and understanding of conduct of maintenance, conduct of engineering, conduct of operations, radiation protection and quality assurance programs.
  • Exceptional ability to manage risk, investigate alternative solutions, and determine approaches to improve operations management.
  • Exceptional ability to negotiate with customers or management and influence senior-level leaders regarding matters of significance to the organization.

Education and Experience Required:

Bachelor’s degree in engineering or a related science or technology.) Bachelors and more than 14 to 18 years’ experience. Experience should include a minimum of 6 years’ of management responsibility. Education Equivalency: 2 years of relevant experience for 1 year of college; the Equivalency can be applied

Experience drafting and editing formal correspondence is required.

Experience working with contract development and execution is required.

Experience implementing the requirements of DOE Order 425.1 to include preparing for and executing readiness processes is highly desired.

Business Associations:

Interacts with senior management, and others concerning matters of significance to the company. Conducts business and technical briefings for senior and top management and for external representatives.

Decisions have a serious impact on the overall success or failure on area of accountability. Erroneous decisions or recommendations may cause critical delays or modifications to company projects or operations causing substantial expenditure of time, human resources, and funds.

Working Conditions and Physical Requirements:

Physical requirements conducive to a normal office environment. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.

While working to achieve N3B LLCC objectives, the Director, Facility Operations (FOD) will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
