Immediate Office of the Assistant Secretary for Information and Technology is Hiring an IT Specialist (Systems Analysis) Near Washington, DC
This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Business Integration & Outcomes Service (BIOS). The BIOS integrates IT services aligned to VA strategic goals and objectives to facilitate the implementation and improvement of services, processes, and technology, focusing on business goals and customer needs.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience analyzing IT plans, policies, programs, and directives to determine requirements; and implementing IT life-cycle management to determine support and replacement requirements.
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience with implementation and improvement of IT Service Management (ITSM) tools including data gathering, analysis, reporting, software security and usability, and developing and updating life cycle cost estimates.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.
To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.
Major Duties:
- Program Manager - Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.
- IT Project Manager - Directly manages information technology projects.
- IT Investment/Portfolio Manager - Manages a portfolio of IT investments that align with the overall needs of mission and enterprise priorities.
- Serves as a technical expert and member of a team that provides service quality data gathering, analysis and reporting. Recognized both inside and outside of the VA as an expert in IT service delivery.
- Delivers operational services; providing guidance and assistance to IT management, technical staff, service owners, delivery providers, partners and OIT stakeholders to monitor performance, identification and collection of metrics and measures to assess and improve organizational performance.
