UNCLASSIFIED POSITION IN THE PUBLIC WORKS DEPARTMENT


Minimum Qualifications:

Bachelor's degree in Water Resources Management, Environmental Studies, Business Administration, Public Administration or a closely related field; supplemented by three years of progressively responsible experience in water resource planning, water use efficiency, and related program administration including one year lead or supervisory experience; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess a Water/Wastewater Laboratory Analyst Certificate issued by the State of Georgia.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Purpose of Classification:

The purpose of this classification is to perform process duties related to managing a water or wastewater treatment program, including managing assigned staff, overseeing laboratory and field activities, and monitoring assigned program budget.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, making hiring or termination decisions/recommendations, and administering disciplinary action as required.

Ensures adherence to federal and state regulations related to water quality and wastewater treatment, interprets federal and state regulations for staff, and monitors staff activities to ensure compliance.

Monitors wastewater treatment plant operations and recommends changes for improved plant performance to meet mandated permit requirements.

Develops short- and long-range goals and objectives for assigned program.

Monitors assigned program budget and reviews and approves expenditures.

Develops quality assurance and quality control programs and trains assigned staff on procedures.

Responds to emergency situations by determining nature of problem, assigning staff, developing policies as needed, and informing County officials of action taken.

Compiles and interprets analysis data and prepares statistical and narrative reports for submission to state or County officials.

Trains staff in appropriate testing and analysis procedures and the proper use of equipment and chemicals.

Human Interaction: Acting as a first line supervisor involving assigning work, reviewing work. Requires the ability to act as a first-line supervisor, including instructing, assigning and reviewing work, maintaining standards, coordinating activities, and evaluating employee job performance.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
